MINUTES O~'J <br />OCTOBER 13, 1993 <br />PAGE 2 <br />ITEM P-1, BUSINESS OUTREACH PARTNERSHIP PROPOSAL <br />Administrator Hoyt and local business owner and chamber of commerce member, <br />Kevin Alm, proposed to develop an outreach program for new business owners <br />and, on occasion, current business owners, that more directly meets the needs of this <br />community. Their proposal is to develop a joint chamber and city information folder <br />to personally distribute which would contain some information on both organizations. <br />The introductory visit would provide useful information for new business owners as <br />well as provide an opportunity to know the city outside of a regulatory setting. <br />Councilmember Gehrz added that the chamber of commerce and Mayor's Commission <br />Against Drugs developed a committee called Work & Family Initiative which has a <br />brochure they would like distributed to business owners and wondered if these also <br />could be part of the delivered package. Council briefly discussed the proposal and felt <br />this would be a worthwhile project which would strengthen the city/chamber <br />partnership in a mutually beneficial endeavor. <br />ITEM P-2, CONSIDER A RESOLUTION RECOGNIZING WEDNESDAY, OCTOBER 27, <br />1993 as "UNFUNDED MANDATES DAY" <br />The National League of Cities asked that cities support the declaration of <br />October 27, 1993 as "Unfunded Mandates Day" to educate the public and lawmakers <br />about the impact of requiring cities to carry out unfunded or underfunded federal <br />mandates. After some discussion, council did not feel Falcon Heights was directly <br />affected by these mandates and the item died for lack of a motion. <br />ITEM P-3, REVIEW AND APPROVAL OF THE ENVIRONMENTAL ASSESSMENT AND <br />ASSOCIATED PUBLICATION OF NOTICES OF NO SIGNIFICANT IMPACT AND INTENT <br />TO RELEASE FUNDS FOR THE CITY'S 1993 CDBG PROJECT <br />Administrator Hoyt reviewed the process that requires an environmental assessment <br />and notice of no significant impact as part of the city's 1993 CDBG project, the <br />acquisition of 2061 W. Larpenteur Ave. An environmental assessment was prepared <br />on the property which demonstrates there is a finding of no significant impact and that <br />the project conforms to the city's overall comprehensive plan and that the project will <br />remove substandard housing, eliminate blight, eliminate anon-conforming land use, <br />improve the entrance to city hall and adjacent Hewlett Packard and provide additional <br />green space in the city. Councilmember Jacobs moved to approve the environmental <br />assessment and notice of no significant impact and intent to release funds which <br />motion carried unanimously. <br />
