Upon a vote being <br />taken the ordinance was unanimously adopted. <br />ORDINANCE 0-93-09 <br />AN ORDINANCE AMENDING CHAPTER 9-14.01, SUBD. 24 <br />OF THE CITY CODE RELATING TO HOME OCCUPATIONS <br />PRIORITY SNOW REMOVAL AREAS ESTABLISHED <br />Baldwin presented the proposed snow removal priority list as <br />recommended by Public Works Foreman Vince Wright. Following a <br />brief discussion Council concurred with the list as presented. <br />Jacobs brought up the issue of making bus stop areas handicap <br />accessible following snowfalls. Council agreed that the city would <br />participate by receiving requests and determining methods by which <br />these special needs can be served. Staff was directed to bring <br />suggested methods back to council. <br />APPROVAL OF JOB DESCRIPTION FOR ADMINISTRATIVE ASSISTANT/PLANNER <br />POSITION WITH CLERK'S RESPONSIBILITIES <br />Hoyt presented the proposed job description and salary for the <br />position, explaining that this new position will not make it <br />necessary to increase the city's staff size. Council briefly <br />discussed the proposal after which Gibson Talbot moved that the <br />position be approved. Motion carried unanimously. Council also <br />authorized the city administrator to amend the job description if <br />deemed necessary. <br />UPDATE ON PROPOSED AGREEMENT BETWEEN CITY AND SCHOOL DISTRICT FOR <br />FUNDING AND ASSESSMENT OF PARKING LOT AND SITE IMPROVEMENTS AT <br />FALCON HEIGHTS SCHOOL <br />Hoyt explained the procedure for the city assessing the school <br />district for the proposed improvements and stressed that the <br />interest rate would at no time go below the present rate of return <br />of 6.1%, but will increase if the city's rate of return rises. <br />Council agreed to proceeding with the agreement and assessment of <br />the school district with the guarantee that the city-will not lose <br />any money. <br />REVIEW OF CITY REVENUE, EXPENDITURE AND PROPERTY TAX INFORMATION <br />Hoyt explained that the city has received many calls from property <br />owners regarding the increase in property taxes and reviewed the <br />explanation given those callers. Council briefly discussed the <br />issue which will be fully explained at the budget hearing on <br />December 8th. <br />
