Authorizing partial payment No. 4 in amount of <br />$145,648.08 to Frattalone Construction for the 1993 <br />street project and approval of the certificate of <br />substantial completion <br />PROPOSED RESOLUTION RELATING TO COMMISSION TERMS AND <br />QUALIFICATIONS <br />Hoyt reviewed the proposed resolution and explained the purpose <br />which is tv allow commissions some flexibility in establishing <br />regulations regarding composition, residency requirements and <br />terms, and yet be compatible with the city code regulations. <br />Bachman amended some of the wording in the resolution to make it <br />legally acceptable after which Gehrz moved adoption of Resolution <br />R-94-0'?. Motiom carried unanimously. <br />R-94-02 <br />A RESOLUTION REGARDING THE COMPOSITION AND QUALIFICATIONS <br />OF CITY COMMISSIONS <br />DISCUSSION OF CHANGES TO RENTAL AND USE OF PARK FACILITIES <br />Parks and Recreation Director Carol Kriegler explained the need <br />to make changes in the rental and use policy to simplify and <br />.facilitate use. She recommended eliminating designated shifts <br />and provide the opportunity to rent the buildings for any 6 hour <br />shift per day and that the use category be amended to make all <br />informal groups which promote the building of community exempt <br />from rental fees. A discussion followed after which council <br />concurred that the matter be deferred to a future workshop to <br />examine the issues at length and draft criteria for use and <br />charges. A workshop was scheduled for January 26, 1994 <br />immediately following the regular council meeting. <br />UPDATE ON GROVE PARK IMPROVEMENT AND ICE SKATING RINK SEASON <br />Kriegler reviewed the improvements at the Grove Park including <br />the newly installed shelter and lighting. She indicated that a <br />few items remain to be completed which will be done in the <br />spring. <br />Kriegler indicated that the ice rinks are now in good condition <br />and are being put to use after a slow start due to warm weather. <br />COUNCIL ASSIGNMENTS APPROVED <br />Gehrz indicated that she is unable to attend the Chamber of <br />Commerce meetings and questioned whether or not she should be <br />appointed liaison to that organization.
