o~
MINUTES
JANUARY 26, 1994
PAGE 3
use. City resident, John Treadwell, addressed whether or not it
is appropriate to charge a fee for a political party caucus which
is the present practice. Baldwin felt it was inappropriate to
charge for this type of use which is ordained by statute, Based
on the discussion, staff was directed to elaborate and more
specifically define Item 5 in Model "C", and to add the following
criteria: 1) outreachJcommunity building component, and 2) cross
generational relationship. A draft of the policy will be
considered by council at the February 9, 1994 meeting.
DISCUSSION OF POSSIBLE COMMUNITY AND NEIGHBOR-BASED INDOOR
PLAYGROUND
Hustad presented information on a possible program which would
allow pre-school children and their parents to meet in groups for
informal play and companionship. He suggested that Council and
the Park and Rrecreation Commission consider the idea and provide
some city support, such as use of city facilities, etc.
City resident Nan Knutsen was in attendance, and as a mother of
small children, spoke in favor of the concept, as it could
provide a means for adults and children to get out of the house
and meet and connect with others. She requested that
councilmembers read the articles provided in the agenda for
information on programs implemented in other communities.
Council recommended that the matter be introduced to the Parks
and Recreation Commission for discussion.
TWO WORKSHOPS SCHEDULED: 1) WITH LEGISLATORS, 2) WITH PLANNING
COMMISSION
Council scheduled the following tentative dates for workshops
(depending upon availability of participants):
1.
