1~~ <br />Page 4 <br />Council Minutes <br />March 23, 2994 <br />0-94-08 <br />AN ORDINANCE AMENDING SECTIONS 5-5.01, 5-5.02 AND 5-5.04 OF THE <br />CITY CODE RELATING TO AN INTERIM DEVELOPMENT MORATORIUM <br />ON COMMERCIAL ZONING DISTRICTS <br />R-94-15 <br />RESOLUTION AUTHORIZING THE PUBLICATION OF A SUMMARY OF THE <br />ORDINANCES 0-94-05, 0-94-06, 0-94-07, AND 0-94-08 <br />REQUEST FOR AUTHORIZATION TO SEND THE FINAL NOTICE OF TERMINATION <br />FOR THE CITY'S CURRENT POLICE CONTRACT <br />The city's current police services contract requires a final notice of termination letter <br />be sent not before April 1, 1994 and no later than May 31, 1994. Administrator Hoyt <br />requested authorization to send this notice of final termination so the city is able to <br />negotiate a new police contract after proposals are received on April 8, 1994 to start <br />on January 1, 1995. Gibson Talbot moved to authorize mailing of final termination <br />letter. Motion carried unanimously. <br />PROCESS FOR REQUEST FOR PROPOSALS FOR POLICE SERVICES <br />J <br />Police proposals will be received by 4:30 p.m. on April 8, 1994. After Hoyt's reviewal <br />of proposals for completeness, Gehrz and Jacobs will meet with Hoyt and organize the <br />proposals' responses into a format that is useful for comparing the proposals' services <br />and costs. They will use a format that helps demonstrate how closely the proposals <br />meet the city's police service needs. Gehrz, Jacobs and Hoyt will then meet with the <br />fire chief, assistant chiefs and rescue captains to receive their comments on the <br />fire/rescue portions of the proposals and on how closely they feel that these <br />organizations' proposals can meet their specific needs. The proposals, the information <br />grid and a summary of all other relevant information will be provided to the mayor and <br />councilmembers for their review. Representatives of all organizations submitting a <br />proposal will be invited to present their proposal to the mayor, council and public at <br />a council meeting and to respond to questions (probably on April 27, 19941. Also at <br />this meeting or at a subsequent meeting, council shall discuss the merits of the <br />
