r <br />MINUTES <br />REGULAR CITY COUNCIL MEETING <br />MARCH 14, 1990 <br />Baldwin convened the meeting at 7:00 P.M. <br />PRESENT <br />Baldwin, Ciernia and Gehrz. <br />and Chenoweth. <br />Also present were Gedde, Wiessner <br />ABSENT <br />Wallin. <br />APPROVAL OF MINUTES OF 2/28/90 <br />Council unanimously approved the Minutes of February 14, 1990. <br />CONSENT AGENDA APPROVED <br />Gehrz requested that the Cigarette Vending Machine License for <br />Consumer Vending be removed from the Consent Agenda and placed <br />on the Policy Agenda for discussion. Council agreed. <br />The following Consent Agenda was approved by unanimous consent: <br />1. Disbursements through 3/14/90, $17,365.51 <br />2. Off Sale Retail Liquor License, 1559 W. Larpenteur, <br />James Kettner <br />3. Awarding the Tree Removal/Trimming Contract to <br />Thommes and Thomas for the 1990 Season <br />4. Awarding the Lawn Care Contract to Ever-Green Lawns for <br />the 1990 Season <br />5. Transfer of Fund Balances to the Capital Improvement <br />Funds <br />6 Licenses <br />1 <br />SAM JACOBS, 1489 W. HOYT, APPOINTED TO FILL COUNCIL VACANCY <br />CREATED BY RESIGNATION OF PAT BUSH <br />Baldwin reviwed the process which had been followed for choosing <br />the seven finalists and the interview procedure for those <br />finalists, after which he asked for nominations from the <br />Councilmembers. Ciernia moved the nomination of Sam Jacobs, <br />1489 W. Hoyt, and explained the rationale behind his decision. <br />Wallin who was out of town and communicating by telephone, <br />seconded the nomination and explained the criteria he followed <br />in making a decision. Gehrz and Baldwin also indicated their <br />support of Jacobs and the reasons for their support. All <br />Members commented on the high quality of the applicants and the <br />difficulty in making a choice. Upon a vote being taken, the <br />following voted in favor of Resolution R-90-11: Baldwin, <br />Ciernia, Gehrz and Wallin, and the following voted against the <br />same: None.
