MINUTES <br />AUGUST 22, 1990 <br />PAGE 4 <br />Jacobs indicated that he was not ready to make any decision and <br />felt organized collection might not be the best solution. <br />Baldwin expressed concern that small haulers would be at a <br />disadvantage with an organized system, felt it would not reduce <br />collection costs, and would increase City staff time costs. He <br />stated he could see no good argument for organized collection. <br />Council was concerned that the wording of the proposed <br />Resolution of Intent gave the impression that the City intends <br />to implement organized collection. Therefore, the wording was <br />amended to leave all options open. Jacobs then moved adoption <br />of Resolution R-90-32 with the understanding that it is a legal <br />requirement and does not indicate Council's preference for any <br />option. <br />JANET BROWN, 1887 SIMPSON, requested permission to speak which <br />was granted. She asked why no members of the Solid Waste <br />Commission had been heard giving their rationale for <br />recommending organized/integrated collection. Baldwin requested <br />comments from the Commission and Commissioner Lyle Wray <br />explained they recommended a change in the collection system to <br />increase efficiency, reduce wear and tear on the streets and <br />reduce the cost of collection. A vote was then taken on the <br />motion previously made by Jacobs which carried unanimously. <br />RESOLUTION R-90-32 <br />A RESOLUTION OF INTENT TO IMPLEMENT ORGANIZED/ <br />INTEGRATED REFUSE COLLECTION <br />APPROVAL TO SUBMIT GRANT APPLICATION FOR IDAHO/SNELLING PARK <br />PROJECT <br />Carol Kriegler requested that Council consider authorizing staff <br />to submit an application for funding to the Minnesota Department <br />of Trade and Economic Development for upgrading the <br />Idaho/Spelling Park. She explained that-the proposed plans are <br />consistent with the City's comprehensive park plan. Following a <br />brief discussion, Jacobs moved adoption of Resolution R-90-33 <br />which carried unanimously. <br />RESOLUTION R-90-33 <br />A RESOLUTION RELATING TO APPLICATION TO THE MINNESOTA <br />DEPARTMENT OF TRADE AND ECONOMIC DEVELOPMENT-OUTDOOR <br />GRANTS PROGRAM <br />AMENDMENT OF CITY CODE RELATING TO DETACHED ACCESSORY BUILDINGS <br />Susan Hoyt Taff presented proposed Ordinance 0-90-8 as <br />recommended by the Planning Commission following the public <br />hearing .held July 23, 1990. She explained that the present code <br />creates problems for new garages in the Northome area by <br />prohibiting the construction of standard double or two and <br />~~ <br />
