MINUTES <br />REGULAR CITY COUNCIL MEETING <br />NOVEMBER 14, 1990 <br />Baldwin called the meeting to order at 7:05 P.M. <br />ALL MEMBERS PRESENT <br />Baldwin, Ciernia, Gehrz, Jacobs and Wallin. Also present were <br />Wiessner and Chenoweth. <br />MINUTES OF 10/24/90 APPROVED <br />The Minutes of October 24, 1990 were approved with one <br />correction relating to the Administrator's compensation. <br />ADDENDA TO CONSENT AGENDA <br />Council approved the addition of the following to the Consent <br />Agenda: E-4, Corporate Licenses for Focus One Hour Foto, & <br />Studio and Divine Lines, and E-5, a Resolution Relating to <br />American Education Week. <br />CONSENT AGENDA ITEMS APPROVED <br />The following Consent Agenda items were approved by unanimous <br />consent: <br /> 1. Disbursements: <br /> a. General Disbursements through <br />b. Payroll, 10/16/90 - 10/31/90, 11/14/90, $28,754.22 <br />$10,768.84 <br /> 2. Denial of payment for some Gopher State One-Call bills <br /> 3. Resolutions R-90-42 and R-90-42(a) Initiating MSA Variance <br /> for Albert and Arona Streets <br /> 4. Licenses (See Attached List) <br /> 5. Resolution R-90-43 Proclaiming November 11-17 American <br /> Education Week <br />DISCUSSION OF SEWER BACKUPS AND SEWER STUB REPAIRS <br />Council thoroughly discussed whether or not the City should <br />participate in the cost of repairing breaks in sewer stubs <br />connecting private lines to the main, and in the clean-up of any <br />resulting sewer backups. The consensus of opinion was that the <br />City should participate in some way, but that there should be a <br />cap on the amount of participation (Ciernia suggested $250.00). <br />Some concern was expressed regarding possible additional City <br />liability if such a policy is adopted and staff was directed to <br />obtain an opinion from the City Attorney regarding the matter. <br />Staff was also directed to contact the St. Paul Water Utility <br />regarding their policy on responsibility for the cost of water <br />line breaks on private property, and to check with some other <br />communities (including Minneapolis) to determine if they <br />participate in sewer repair costs.
