MINUTES <br />FEBRUARY 27, 1991 <br />PAGE 4 <br />1 <br />1991 BUDGET ADJUSTMENT <br />~~~ <br />1 <br />Wiessner explained that the State Legislature has taken action <br />to reduce the July Local Government Aid payments to cities which <br />results in a $16,609 decrease to Falcon Heights with an <br />additional reduction in the December payment. She then <br />presented possible options for City Budget reductions to <br />compensate for the loss and recommended Option 4. During the <br />discussion Gehrz expressed concern over the proposal to <br />eliminate the animal control service and felt it would be more <br />appropriate to delete the $500.00 from some other area. Staff <br />was directed to discuss the matter with the impounding clinic <br />and Roseville Police to determine if the cost of animal control <br />could be reduced. If not, the matter will be brought back to <br />Council for discussion. Wallin moved adoption of Option 4 with <br />deletion of the animal control item for a total budget <br />adjustment of $16,140. Motion carried unanimously. <br />RESCUE SERVICES RATE CHANGES DISCUSSED <br />Wiessner presented proposed increased charges for rescue <br />services which would make the service completely <br />self-supporting. Concerns were expressed regarding including <br />building costs in the charges for Falcon Heights residents and <br />business people as they are already paying taxes to cover those <br />costs. Council also felt that including back-up ambulance costs <br />in the charges would not be appropriate. Staff was directed to <br />recompute the rescue charges with the deletion of these items <br />for discussion at the next meeting. <br />GENERIC CONDITIONS TO BE DRAFTED FOR POOL HALL AND GAME ROOM <br />CONDITIONAL IISE PERMITS <br />Planner Susan Hoyt presented the Planning Commission's <br />recommendation that Council consider removing billard/pool halls <br />and game arcades as conditional uses in a B-2 zone. She <br />explained the difficulty in allowing these establishment in the <br />City without. disrupting the community standards of peace and <br />quiet since all business areas closely abut residential areas. <br />Council indicated they did not feel these uses should be deleted <br />from the code and asked that Hoyt prepare generic conditions <br />specifically for these types of businesses. These conditions <br />will be discussed at a future meeting. <br />INFORMATIONAL ITEMS NOTED <br />Council noted the Revised Policies for the Comprehensive Land <br />Use Plan reflecting comments made at the January 28, 1991 <br />Planning Commission Meeting. <br />
