MINUTES <br />EMERGENCY CITY COUNCIL MEETING <br />MARCH 7 , 19 91 <br />s <br />Balwin convened the meeting at 5:30 P.M. ...~ <br />PRESENT <br />Baldwin, Ciernia. Jacobs and Wallin. Also present were Wiessner <br />and Chenoweth. <br />ABSENT <br />Gehrz. (Arrived later). <br />DISCUSSION - NEGOTIATIONS WITH SUSAN HOYT FOR INTERIM <br />ADMINISTRATOR'S POSITION <br />Wallin explained that he and Wiessner had met with Susan Hoyt <br />regarding the position and she had objected to the fact that the <br />proposal provided the position be offered through the month of <br />April at a minimum, which would indicate she might be replaced <br />at any time. She felt a more secure interim tenure was <br />necessary. Council agreed that the intent was to fill the <br />position for the short. to mid term and the April 30th date was <br />included only for Hoyt's protection. <br />GEHRZ ARRIVES <br />Gehrz arrived during this discussion (approxmately 6:10 P.M.) <br />The discussion resulted in the following guidelines for Hoyt's <br />employment: <br />1. Immediate appointment as Interim City Administrator <br />until a permanent City Administrator is appointed. <br />2. Base pay equal to "step one" for the position range <br />with standard benefits plus car allowance of $150.00 <br />per month and salary review per City policy. <br />Council unanimously agreed that Hoyt be offered the position <br />based on these guidelines with the understanding that there will <br />eventually be a search for a permanent Administrator.
