MINUTES <br />REGULAR CITY COUNCIL MEETING <br />AUGUST 14, 1991 <br />Baldwin convened the meeting at 7:05 P.M. <br />ALL MEMBERS PRESENT <br />Baldwin, Ciernia, Gehrz, Jacobs and Wallin. Also present were <br />Hoyt, Maurer, Kelly and Phillips. Absent: Chenoweth <br />APPROVAL OF MINUTES OF JULY 24, 1991 <br />Council unanimously approved the minutes as corrected. <br />ADDENDUM TO AGENDA <br />Council approved the addition of the following items: E-6, The <br />Construction Posting of "No Parking" along Albert Street during <br />the State Fair, and I-3, Information on the Roseville Housing <br />Rehabilitation Program for Middle Income Homeowners. <br />CONSENT AGENDA APPROVED <br />Council unanimously approved the following Consent Agenda: <br />1. Disbursements: <br />a. General Disbursements through 7/31/91, $266,443.68 <br />b. Payroll 7/15/91-7/31/91, $11,228.80 <br />2. Licenses <br />3. Partial Payment #3 to Valley Paving for 1991 Street <br />Improvements <br />4. Approval of Recycling Bin Purchase from EXT, Inc. for <br />$10,469.00. <br />5. Request for a Temporary Display at J's Liquor, 1557 W. <br />Larpenteur Ave. <br />ACTION ON CITY ADMINISTRATOR <br />The appointment of Susan Hoyt as City Administrator effective <br />August 15, 1991 was discussed. Baldwin indicated all members of <br />the council were in agreement in offering Hoyt the position. <br />Wallin objected to No. 8 of the employment agreement which <br />covers termination and severance pay. He suggested that the <br />severance pay terms should exempt the city from payment if the <br />administrator was terminated for "just cause" like chronic <br />alcoholism or continual failure to come to work. Council <br />suggested that the city attorney re-write that section of the <br />agreement possibly providing for an arbitration procedure. Paul <br />Ciernia recommended adoption of the Employment Agreement and <br />compensation package subject to the re-writing of No. 8 by the <br />city attorney with final approval of the re-written <br />clarification by Jerry Wallin. The motion carried unanimously. <br />~' <br />
