MINUTES <br />REGULAR CITY COUNCIL MEETING <br />AUGUST 28, 1991 <br /> <br />1 <br /> <br />Baldwin convened the meeting at 7:00 P.M. <br />ALL MEMBERS PRESENT <br />Baldwin, Ciernia, Gehrz, Jacobs and Wallin. <br />Hoyt and Chenoweth. <br />APPROVAL OF MINUTES OF 8/14/91 <br /> <br />Also present were <br />Council approved the Minutes of August 14, 1991 by unanimous <br />consent. <br />ADDENDA TO AGENDA <br />Council approved the addition of the following items to the <br />Agenda: Consent Agenda Item F-7, Request for a Permitted <br />Accessory Use Permit for Replacement of a Utility Shed at 1870 <br />Tatum St., and Policy Agenda Item G-7, Purchase of Stormsewer <br />Easement at 1821 Hamline. <br />CONSENT AGENDA APPROVED <br />Council approved the following Consent Agenda by unanimous <br />consent: <br />1. Disbursements: <br />(a) General Disbursements through 8/15/91, $283,564.75 <br />(b) Payroll, 8/1/91 - 8/15/91, $11,501.14 <br />2. Partial Payment #1 to Arrigoni Bros. for Idaho/Snelling <br />Park Site Improvements ($6,697.50) <br />3. Approval of a Permitted Accessory Use Permit for a <br />Utility Shed at 1710 Fry St. <br />4. Approval of a $50.00 Contribution to the Suburban Area <br />Chamber of Commerce Operating Reserve Account <br />5. Scheduling of an Assessment Hearing for Delinquent <br />Utility Charges for 9/25/91 <br />6, Clarification and Minor Correction of Recycling Bin <br />Purchase <br />7. Approval of a Permitted Acessory Use Permit for <br />Replacement of a Utility Shed at 1870 Tatum St. <br />PRESENTATION OF PROPOSED RESOLUTION REGARDING GIBBS FARM <br />SCHOOLHOUSE <br />Mr. H. Gardner, 2231 Scudder, St. Paul, Chair of the Gibbs <br />School Committee, requested the City's Support of the <br />Committee's effort to preserve the Gibbs School on its present <br />site. He explained that the University of Minnesota (owner of <br />the property) had discussed removing or possibly destroying the <br />structure as they plan to use the area as a "gateway" to the <br />University. Mr. Gardner stated that the Committee wishes to <br />retain the structure on its present site as it is a historical <br />landmark which would lose some historical value if moved to <br />another site, and would also be a fitting part of the "gateway" <br />as a physical symbol of early education.
