MINUTES <br />REGULAR CITY COUNCIL MEETING <br />OCTOBER 9, 1991 <br /> <br />Baldwin convened the meeting at 7:00 P.M. <br />PRESENT <br />Baldwin, Gehrz and Jacobs. Also present were Chenoweth and <br />Hoyt. <br />ABSENT <br />Ciernia and Wallin. <br />MINUTES OF 9/25/91 APPROVED <br />~~ <br />Council approved the Minutes of September 25, 1991 by unanimous <br />consent. <br />y CONSENT AGENDA APPROVED <br />Council approved the following Consent Agenda by unanimous <br />consent. <br />1. Disbursements: <br />a. General Disbursements through 10/4/91, $50,842.92 <br />1 <br />b. Payroll, 9/16/91 - 9/30/91, $9,399.30 <br />2. Designation of Election Judges for November 5, 1991 City <br />Election <br />APPROVAL OF CHANGE ORDERS FOR IDAHO/SNELLING PARK CONSTRUCTION <br />Hoyt presented three change orders which have been submitted for <br />the Park Project as follows: 1) Request to replace the grinder <br />disposal system with a 1,000 gallon holding tank with a pump, <br />2) Request to increase the depth of the pea rock in the <br />playground area to 10 to 12 inches rather than 8 inches, and 3) <br />Request for additional fill and sod along the northwestern end <br />of the playground. Following a brief discussion Jacobs moved <br />approval of the change orders at an approximate total cost of <br />$1,435.00. Motion carried unanimously. <br />DENIAL OF REQUEST FOR ABATEMENT OF PENALTY ON UTILITY BILL - <br />ALLEN, 1490 W. IDAHO <br />Baldwin explained that Mr. and Mrs. Allen received a penalty of <br />$3.49 on their uility bill because the payment mailed in June <br />was not received by the City. Baldwin stated that these <br />requests have been denied in the past as the City has no contol <br />over the Postal Service and the Postal Service does have a <br />tracing mechanism if persons desire to check further into the <br />destination of mail. <br />Staff was directed to draft an amendment to the present city <br />code to include wording which will allow staff to inform <br />residents that the code does not allow abatement of these <br />penalties. <br />
