t~ <br />MINUTES <br />OCTOBER 23, 1991 <br />PAGE 2 <br />APPROVAL OF LIGHTING IMPROVEMENT PROPOSAL FORM SPORTS TECHNOLOGY, <br />INC. FOR COMMUNITY PARK <br />Council briefly discussed the need for additional lighting at the <br />Community Park after which Jacobs moved that the proposal from <br />Sports Technology, Inc., at a cost of $16,915.00 be approved. <br />The motion carried unanimously. Council stressed that the new <br />lighting must not intrude upon the residential neighborhood and <br />that lighting must be sensor controlled to provide nighttime <br />lighting of the parking lot. <br />APPROVAL OF SUPPLEMENTAL AGREEMENT 16 FOR HAMLINE AVENUE PROJECT <br />(RELATING TO GOTFRIED PIT) <br />Baldwin explained that this supplemental agreement for Hamline <br />Avenue covers the city's portion of the landscaping cost for the <br />Gotfried Pit. Wallin moved approval of the agreement at a cost <br />of $856.00 to be funded from the Hamline Avenue Improvement Fund. <br />Motion carried unanimously. <br />COUNCIL PLANNING RETREAT SCHEDULED FOR DECEMBER 7 AND 8 <br />Baldwin stated that planning retreats have been held in the past <br />which were found to be very productive, and stressed the need for <br />another retreat in the near future to discuss decisions and <br />problems facing Council in the upcoming year. Following a <br />discussion Council scheduled the retreat for December 6th and <br />7th. Staff will make arrangements for an appropriate retreat <br />location in the vicinity of the city. <br />CITY TO CONTINUE PARTICIPATION IN RAMSEY COUNTY ECONOMIC <br />DEVELOPMENT PLANNING <br />Hoyt explained that she has participated in countywide planning <br />sessions held in the past and feels that the city would benefit <br />from continued participation in these planning discussions. <br />Ciernia moved adoption of Resolution R-91-50 which would allow <br />the city administrator to continue participation. Motion carried <br />unanimously. <br />RESOLUTION 5-91-50 <br />A RESOLUTION AUTHORIZING THE CITY'S PARTICIPATION IN THE <br />COUNTYWIDE ECONOMIC DEVELOPMENT PLANNING <br />CONTINGENCY FUNDS TO BE USED TO COVER REDUCTION IN SECOND HALF OF <br />1991 LGA FUNDS. <br />Baldwin explained that the reduction in Local Government Aid for <br />the second half of 1991 amounted to $12,901 and that staff has <br />
