SPECIAL CITY COUNCIL MEETING <br />CITIES OF FALCON HEIGHTS AND ROSEVILLE <br />NOVEMBER 19, 1991 <br />Baldwin convened the meeting at 7:45 P.M. <br />MEMBERS PRESENT <br />Falcon Heights: Baldwin, Ciernia, Gehrz, Jacobs and Wallin <br />Also present were Hoyt and Chenoweth. <br />Roseville: Cushman, Johnson, Maschka and Thomas. Also present <br />was Sarkozy. <br />ABSENT: <br />Roseville Mayor Frank Rog. <br />PRESENTATION OF FALCON HEIGHTS/ROSEVILLE COOPERATIVE STUDY <br />Baldwin reviewed the the history of the discussions over the <br />past year and explained that the study was originated as a <br />method to determine if two governing bodies could work together <br />to creaively deliver services to their ommunities at a financial <br />savings. He then introduced Aaron Reynolds, Deloitte Touche <br />Management Consulants, the firm commissioned to prepare the <br />Cooperative Opportunities Study. <br />Aaron Reynolds presented the completed study and explained their <br />findings relating to possible financial savings under both <br />merger and contracted services scenarios. <br />CHARGE TO THE CITIZENS COMMITTEE <br />Baldwin introduced the following persons being assigned to the <br />Citizens Committee: Falcon Heights: Joseph Bianchi, Marie <br />Furton, Carol Huso, Donald Mead and John Turner; Roseville: <br />Sue Davern, Floyd LeCuyer, Sr., Gerald McGrath, Delores Merrill <br />and Don Wiski. He commented on the fact that the consultants <br />had addressed principally finance matters, whereas this <br />committee will put the human issues back into the study. Mayor <br />Elect Vern Johnson of Roseville also addressed the Committee <br />stressing the challenge facing the group and the importance of <br />putting human interests into the study. Both stressed that no <br />Council decisions have been made on the matter. <br />DELOITTE TOUCHE REPORT ACCEPTED <br />Thomas moved, seconded by Cushman that the Deloitte Touche <br />Report be accpted as presented.
