MINUTES ~ t~ <br />JANUARY 22, 1992 <br />PAGE 2 <br />FACILITATOR TO BE HIRED FOR COMMUNITY MEETINGS RELATING TO <br />FALCON HEIGHTS/ROSEVILLE STUDY. <br />Baldwin recommended that Michael Winer-Cyr be hired to <br />facilitate the proposed community forums relating to the Falcon <br />Heights/Roseville Cooperative Study. He felt it was important <br />to have an impartial person serve in this capacity and that <br />Winer-Cyr would be an appropriate choice as he is somewhat <br />familiar with the matter as a result of facilitating the council <br />retreat last December. A discussion ensued regarding whether or <br />not it was prudent to expend funds for this type of service, the <br />possibility that residents would question why the elected <br />officials were not in charge of the meeting, and the importance <br />of having an impartial person with expertise in facilitating. <br />Following the discussion Council authorized the hiring of Winer- <br />Cyr at a cost of $100.00 per hour. <br />Hoyt requested Council input into selecting a date for the joint <br />council meeting with Roseville and the Citizen's Committee. <br />February 13th was chosen as the preferred date if agreeable with <br />Roseville officials. <br />COMPUTER AND PRINTER TO BE PURCHASED FOR CITY OFFICE <br />Hoyt explained that purchase of an additional computer would <br />greatly improve office efficiency and that a dot matrix printer <br />is needed for use with the recently purchased ambulance billing <br />software. Council approved the purchase of the items at a price <br />not to exceed $1,700. Jacobs suggested that the purchase be <br />delayed until the end of February or first of March as the <br />purchase price of the equipment may be reduced by that time. <br />DISCUSSION OF STAFF REPORTS FOR RAMSEY COUNTY LOCAL GOVERNMNET <br />SERVICES STUDY COMMISSION <br />Hoyt summarized the Ramsey County Local Government Services <br />Study Commission reports and the estimated related costs/savings <br />if implemented. The following possible consolidations are being <br />studied by the Commission: 1) functional consolidation of <br />Ramsey County roadways, 2) consolidation of the St. Paul and <br />Ramsey County Health Departments, 3) consolidation of Ramsey <br />County and St. Paul public libraries, and 4) consolidation of <br />some Ramsey County and St. Paul law enforcement functions. A <br />public hearing for local government officials will be held <br />February 12 and Hoyt suggested the council decide if and how <br />they will respond to the commission's recommendations. No <br />action was taken. <br />
