IN AN R-1 ZONE <br />APPROVAL OF TRANSFER OF OWNERSHIP OF NORTH CENTRAL CABLE COMMISSION <br />Coralie Wilson, Executive Director of the North Suburban Cable <br />Commission and Jerry Wallin, City Cable Commissioner discussed the <br />proposed transfer in ownership to Meredith/New Heritage Strategic <br />Partners, L.P. Based on their recommendation and the request of <br />Thomas D. Creighton, legal counsel to the North Suburban Cable <br />Commission, Sue Gehrz moved to adopt Resolution R-92-30 approving <br />the transfer in ownership and the motion carried unanimously. <br />RESOLUTION R-92-30 <br />A RESOLUTION APPROVING THE TRANSFER OF <br />OWNERSHIP OF NORTH CENTRAL CABLE COMMUNICATIONS CORPORATION <br />PROPOSAL SUPPORTING A STATE OF MINNESOTA CONSTITUTIONAL AMENDMENT <br />FOR A PROPERTY TAXPAYER'S TRUST FUND <br />A discussion was held regarding the proposal for a constitutional <br />amendment for a property taxpayers' trust fund. To address the <br />issue, the 1993 Legislature should establish a new Property <br />Taxpayer's Trust Fund that will be funded with 2 cents of the state <br />sales tax. This funding source will be dedicated by a <br />constitutional amendment to be placed on the 1994 ballot. With <br />Ciernia's suggested change in the seventh whereas clause of the <br />proposed resolution, Jacobs moved adoption of Resolution R-92-31 <br />and motion carried unanimously. <br />RESOLUTION R-92-31 <br />A RESOLUTION SUPPORTING THE CONSTITUTIONAL AMENDMENT <br />FOR A PROPERTY TAXPAYER'S TRUST FUND <br />CLEVELAND AVENUE CONSTRUCTION BIDS <br />Bill Westerberg submitted a bid tabulation and cost participation <br />from Ramsey County Public Works Dept. with regard to the <br />construction of Cleveland Avenue. The cooperative agreement <br />between the city and county requires city concurrence with the <br />award of the contract to C. S. McCrossan Construction. After some <br />discussion, a question arose as to why the sidewalk and storm sewer <br />bids were substantially higher than the feasibility study.
