She explained that it provides for a 20 year lease <br />at 51,155.00 per year, improvements must be according to the <br />approved site plan and AMOCO can only terminate the lease upon <br />sale of the property. City Planner Tim Malloy reviewed the <br />proposed landscaping plan and indicated he was in favor of the <br />plan with a few concerns regarding the variety of rocks and large <br />area to be landscaped with rock. He felt less rock and more turf <br />would be advisable. <br />Peter Bachman, Attorney for AMOCO, stated he was not familiar <br />with the landscaping plans and requested the lease and plan be <br />approved contingent upon final approval of the landscaping. He <br />also stressed that the lease provides that the city or AMOCO <br />could terminate the lease if MN/DOT does not turn the land over <br />to the city (anticipated completion date of turn over is 6 <br />months). <br />Following the discussion Ciernia moved approval of the lease and <br />site plan for the AMOCO Station at 1692 N. Snelling contingent <br />upon final review and approval by the City Administrator and City <br />Planning Consultant. Motion carried unanimously. <br />PROPOSED RESOLUTION R-92-33 SUPPORTING THE ROSEVILLE AREA SCHOOL <br />BOND ISSUE <br />Following a presentation by John Thein, Director of Business <br />Affairs for the school district, Gibson Talbot moved the adoption <br />of Resolution R-92-33. Jacobs questioned whether or not it was <br />appropriate for a city government to be involved in requesting <br />people to vote for a school bond issue. Ciernia expressed the <br />opinion that it was wholly appropriate as the council is <br />concerned for the quality of life in the community and schools <br />are an important aspect of quality of life. Baldwin commented on <br />the fact that schools are kept separate from cities and counties <br />to be free of politics, however, it was not intended that schools <br />be free of support and encouragement. Gibson Talbot agreed that <br />schools are important to quality of life and should be supported. <br />Upon a vote being taken the following voted in favor of the <br />motion, Baldwin, Ciernia and Gibson Talbot, and the following <br />voted against the same: None.
