Baldwin explained that the decision to <br />upgrade the city streets was established by the city's <br />infrastructure improvement program and the only decisions to be <br />made with each upcoming improvement is to approve the finite <br />details for each project. Following a brief discussion Jacobs <br />moved adoption of Resolution R-92-35 which carried unanimously. <br />RESOLUTION R-92-35 <br />A RESOLUTION ORDERING PREPARATION OF REPORT ON 1993 STREET <br />IMPROVEMENTS <br />ASSESSMENT POLICY FOR ALLEYS TO BE ADDRESSED AT 9/23/92 MEETING <br />Maurer reviewed his report dated September 3, 1992 (a copy of <br />which is on file in the city office) regarding reconstruction of <br />the city's deteriorating alleys. A discussion ensued regarding <br />a possible survey of affected property owners to obtain their <br />opinions on the matter, estimated cost of such a project, and the <br />possibility of amending the present assessment policy for alleys. <br />Council concurred that the assessment policy should be addressed <br />prior to a survey of the property owners. Maurer will prepare <br />adjustments to the alley assessment policy based on an 80/20 and <br />a 90/10 split for Council consideration. <br />ADOPTION OF RESOLUTION REGARDING INTENT TO REIMBURSE 1993 STREET <br />IMPROVEMENT COSTS FROM TAX EXEMPT DEBT <br />Hoyt explained that this is a federal government regulation which <br />requires cities to declare their intent to reimburse expenditures <br />from tax exempt debt sold after March 2, 1992. Since the city <br />plans to do street improvements in 1993 and may wish to issue <br />bonds, it is necessary to adopt the proposed resolution. Gehrz <br />moved adoption of Resolution R-92-36 which carried unanimously. <br />RESOLUTION R-92-36 <br />A RESOLUTION RELATING TO 1993 STREET IMPROVEMENT PROJECT <br />DECLARING INTENT OF CITY TO REIMBURSE COSTS THEREOF WITH <br />TAX-EXEMPT DEBT <br />REQUEST FOR STOP SIGNS ON ARONA AT RUGGLES DISCUSSED <br />Maurer addressed the request from Arona Street residents that a <br />stop sign be placed at the intersection of Arona and Ruggles to <br />reduce speeding on Arona Street. He explained that typically <br />signs are not used for traffic control and that there are some <br />drawbacks such as more noise and fumes from vehicles stopping and <br />starting, and giving pedestrians a feeling a false security when <br />
