MINUTES - 1, <br />SEPTEMBER 23, 1992 <br />PAGE 2 <br />APPROVAL TO EXPEND FUNDS IN 1993 FOR CERTAIN FACILITY <br />ACCESSIBILITY ITEMS <br />Council discussed the facility accessibility plan and concurred <br />that some of the items in the plan should be remedied in 1993 <br />rather than postponing the projects until future years as <br />scheduled. Council also directed staff to investigate the cost <br />of leasing a telephone display unit and training staff in its <br />use. If the leasing cost is in the $5.00 per month range staff <br />will proceed with the project. <br />Ciernia moved that $10.,000 be appropriated in 1993 to begin <br />altering the physical plant to meet ADA requirements. Motion <br />carried unanimously. <br />GUIDELINES ESTABLISHED FOR REQUESTS FOR DONATIONS FROM VARIOUS <br />ORGANIZATIONS <br />Council discussed a request from the Roseville School District <br />for funding for the event "A Clebration of Community Values" and <br />questioned whether or not it is appropriate for the city to <br />financially support the event. Due to the fact that the city has <br />no set guidelines for such requests, Council concurred that it <br />would be prudent to address the next agenda item regarding <br />methods for handling these types of requests before making a <br />decision on the School District request. <br />Following a lengthy discussion Council agreed upon the following <br />guidelines 1} must be intergovernmental projects with ongoing, <br />clearly established goals and measurable results which the city <br />could not do alone, 2) contribution needs to be proportional to <br />population, 3) must meet the health, welfare and safety criteria, <br />and 4) one time events must meet guidelines 1, 2 and 3. The City <br />Administrator will screen all requests based on the guidelines <br />and recommend denial or approval to the Council. These items <br />will be placed on the Consent Agenda in most instances. <br />REQUEST FOR FUNDS FOR SCHOOL DISTRICT'S "COMMUNITY VALUES" EVENT <br />DENIED <br />Based on the newly established guidelines Council concurred that <br />the request did not meet criteria. Hoyt explained that Carol <br />Kriegler has been serving on the planning committee for the event <br />while on the city payroll, and asked if she should continue to do <br />so. It was unanimously the sense of the Council that Kriegler <br />should be allowed to complete her commitment (approximately 6 <br />hours) to the project, but no cash contribution will be made. <br />
