MINUTES <br />REGULAR CITY COUNCIL MEETING <br />FEBRUARY 8, 1984 <br />PAGE 2 <br />Clerk Administrator Barnes explained that Ramsey County is willing to imple- <br />ment Minnesota Statutes Chapter 92-Automation of Election Records. He ex- <br />plained that would provide the ability for the municipality to use a computer- <br />ized list of registered voters at the polls on election day and, probably, <br />would reduce the amount of work for office staff. The cost is based on <br />the number of registered voters and would amount to $76.70 for Falcon <br />Heights. Council discussed the matter after which Councilmember Ciernia <br />moved, seconded by Mayor Eggert, that the Clerk Administrator be authorized <br />to make the final decision as to whether or not to try the system, after <br />he attends the informational meeting on February 9th at White Bear Lake. <br />Motion carried unanimously. <br />Mayor Eggert presented a request from Teri Maiwurm, 2984 Arcade, Little <br />Canada, that her $35.00 non-transport ambulance charge to excused. Follow- <br />ing a short discussion, Mayor Eggert moved, seconded by Councilmember Ciernia, <br />that the charge not be excused and that the matter not be pursued in Small <br />Claims Court. Councilmember Chestovich asked that the motion be amended <br />to include the fact that the unpaid bill will not be submitted to the <br />collection agency. The amendment was accepted and upon a vote being <br />taken, the motion carried unanimously. <br />Council discussed at length the replacement of the tennis light timer <br />at the Community Park. Councilmember Ciernia stated that the Park and <br />Recreation Commission had recommended replacing the damaged timer with <br />the electric eye type timer which would return the money placed in the <br />slot to activate the timer as they were of the opinion that not having <br />change stored in the box would alleviate the incentive for vandalism. <br />Following a discussion of other methods of timing such as having the <br />lights on constantly from 6 to 11 P.M., replacement with the same <br />coin operated box as has been used in the past, or a coin operated <br />timer with the coin box removed, Councilmember Baldwin moved, seconded <br />by Councilmember Ciernia, that the damaged box be replaced by a like <br />kind, and if neighboring communities have found removing the cash box <br />deters vandalism, the cash box will be removed. Motion carried unanimously. <br />Engineer Schunicht presented his letter dated February 6, 1984 (a copy of <br />which is on file in the Clerk's Office), reviewed each item, and explained <br />the conditions under which he would recommend that Council adopt the <br />proposed resolution approving the preliminary plans prepared by the <br />Department of Transportation. Engineer Schunicht stated that MN/DOT <br />had initially said "no" to signals at Crawford and Snelling, but <br />felt that by the City making the signaling a condition to approval of <br />the plans there might be some chance they would reconsider, and that <br />MN/DOT is presently doing a study on the matter. Council discussed <br />increasing the median at Garden Ave. to ten feet in width, the closing <br />of Garden Avenue completely, one way service roads vs. two way roads, <br />whether or not extension of the water main on the west side of Snelling <br />should be considered, and the need for an Opticon System at Snelling and <br />Larpenteur. Since many decisions to be made would be affected by whether <br />or not signals are installed at Crawford, Council deferred taking any definite <br />action on those items. Following the discussion, Mayor Eggert moveds seconded <br />by Councilmember Ciernia, that Council would like to see Crawford and <br />Snelling signalized subject to appropriate engineering studies by the <br />Department of Transportation. Motion carried unanimously.
