Motion failed. (cont.) <br />The request from Beverly Higgins, 1355 W. Iowa, for reimbursement for HIGGINS <br />sewer back-up was deferred until the next meeting in order that Mrs. REQUEST <br />Higgins can be in attendance and to allow the City Engineer ample time FOR REIMBURSE- <br />to examine the sewers in the area. Engineer Schunicht informed that MENT <br />in a preliminary examination nothing was found in the system that would DEFERRED <br />cause excessive sewer problems at that particular residence. <br />Clerk Administrator Barnes informed Council that placement of the civil CIVIL DEFENSE <br />defense siren at a location on Fairview Avenue 30 feet north of the SIREN <br />Larpenteur Avenue right-of-way, has been approved by the University of PLACEMENT <br />Minnesota, Ramsey County and Northern States Power. The estimated cost APPROVED <br />of wiring by Northern States is $2,179. Councilmember Chestovich moved, <br />seconded by Councilmember Hard, that the Clerk Administrator be authorized <br />to expend the estimated cost of wiring, and arrange for placement of the <br />siren with expediency. Motion carried unanimously. <br />Attorney Van de North explained that as of August, 1984, there wi~.l be AMBULANCE <br />an increase in the limits under which a city can be sued ($600.,000) INSURANCE <br />and that the City's existing policy should be amended to cover the in- <br />creased exposure. He felt the ambulance personnel is at present covered <br />by the City policy, but will contact the City's carrier, and if ambulance <br />personnel is not adequately covered, the item will be discussed at the <br />April 11, 1984 meeting. <br /> COMMUNICATIONS <br />The matter of the charge for the fire dispatching equipment purchased SYSTEM <br />by Ramsey County was deferred to the April 11, 1984 meeting. DEFERRED <br />Councilmember Chestovich moved, seconded by Councilmember Baldwin, that PURCHASE OF <br />funds be expended for the following furniture items: (1) $1,080.00 FURNITURE <br />for Bookkeeper's desk with return and credenza, (2) $1,201.03 for AUTHORIZED <br />Clerk Administrator's desk and credenza, and (3) $109.08 for lectern <br />for Council Chambers. Motion carried unanimously. <br /> WATER EASEMENT <br />Councilmember Ciernia moved, seconded by Councilmember Chestovich, AGREEMENT WITH <br />that Mayor Eggert and Clerk Administrator Barnes be authorized to HEWLETT/PACK- <br />sign the easement agreement with Hewlett Packard and the St. Paul ARD & WATER <br />water utility. Motion carried unanimously. DEPT. TO BE <br /> SIGNED <br />Mayor Eggert explained that Good Value Homes has requested permission <br />to construct two chain link fences two feet from the property lines REQUEST FROM <br />within the park walkway easement. Due to an error made by the develop- GOOD VALUE <br />er the 10 foot easement for park access was not in the sale agreement FOR 5' PARK <br />when the abuting homes were sold. Council discussed the matter and ACCESS DENIED <br />the surfacing of the walkway after which Councilmember Chestovich <br />moved, seconded by Mayor Eggert, that the request be denied, that <br />the walkway remain 10 feet in width and that the surface be grass. <br />Motion carried unanimously. <br /> LIQUOR STORE <br />Mayor Eggert moved, seconded by Councilmember Chestovich, that the TO BE <br />Clerk Administrator be authorized to obtain an appraisal of the APPRAISED <br />liquor store property. Motion carried unanimously. <br /> CITY CANNOT <br />Attorney Van de North informed Council that State Statute does not ASSESS UNPAID <br />allow assessment of unpaid ambulance charges.
