MINUTES <br />REGULAR CITY COUNCIL MEETING ~ '~' <br />~!: <br />JUNE 27, 1984 <br />PAGE 3 <br />ations were made:- (1) Section 7, Subdivision 1, the costs be paid 50% from HEARING <br />the general fund and 50% assessed,-(2) Section 8, Subdivision 2, read 10% (cont.) <br />to be paid from the general fund and 90% assessed, (3) Section 8, Subdivision <br />3, change to read: Alley Construction and Reconstruction and Curb and Gutters <br />on Residential Streets. The cost of construction and reconstruction of alleys, <br />curbs and gutters on residential streets shall be assessed 100%, Section 8, <br />Subdivision 4, delete Sidewalks and Bicycle Paths, Section 10 to be reworded <br />changing the word "shall" to "may" and ending the statement after "project <br />costs", deleting the remainder of the statement. All Councilmembers agreed <br />in principle to the recommendations. <br />Council then discussed Section 11, "Deferment of Special Assessments for <br />Senior Citizens" after which the City Attorney was asked to obtain inform- <br />ation regarding the income guidelines-for low income deferment for senior <br />citizens. The matter will lie discussed further at a continuation of the <br />hearing. <br />There being no one wishing to be heard, Councilmember Hard moved, seconded HEARING <br />by Councilmember Baldwin, that the hearing be continued to July 25, 1984, CONTINUED <br />at 7:45 P.M. Motion carried unanimously. TO 7/25/84 <br />Following a short discussion, Council decided for the 1984 season to continue PRESENT <br />with the diseased tree reimbursement policy used in 1983 and to discuss 1984 DISEASED <br />reimbursement policies at budget time. TREE REIMB. <br />POLICY TO BE <br />Councilmember Hard then requested that Council consider purchasing a large port-CONTINUED <br />able projection screen for the Council Chambers. He felt it would be con- <br />venient for Council use and also for rental purposes. Council directed the PRICES TO BE <br />Clerk Administrator to obtain prices on a 10' by 10' screen. OBTAINED ON <br /> <br />The "needs list" prepared by the Park and Recreation Commission was deferred PROJECTION <br />SCREEN <br />until the July 11th meeting and Council requested that the Park and Recre- <br />ation Commission prioritize-the list. PARK ITEM <br /> DEFERRED TO <br />COUNCIL INFORMATION: 7/11/84 <br />Councilmember Hard informed Council that the Fire Department is quite <br />concerned that the Sheriff's Department is considering transfer of several <br />Deputies policing Falcon Heights. He explained that two of the Deputies <br />had given much of their own time preparing the new squad car for use and <br />they are now to be transferred. .Clerk. Administrator Barnes will schedule <br />a meeting with Commander Spencer of the Sheriff's Department to discuss <br />the matter. <br />Councilmember Ciernia commented on the successful League Convention in <br />Duluth. <br />Councilmember Bladwin explained that cars are parking on Garden Avenue <br />adjacent to the entrance and exist at the Learning Center and children on <br />bicycles exit into the street and cannot be seen by passing motorists due <br />to the parked cars. Council discussed the possibility of banning parking <br />within 30 feet of the driveways and directed the Clerk Administrator to <br />write a letter to Jim Klassen, Community School Services Director, in- <br />forming him of the problem and that the matter will be discussed at the <br />July 11, 1984 meeting. <br />
