MINUTES <br />REUULAR CITY COUNCIL MEE`T'ING <br />AUGUST 22, 1984 <br />PAGE 2 <br />Al Rubinger, owner of Larpenteur Manor Apartments, 1710, 1720, 1730 and <br />1740 w. Larpenteur, expressed his opposition to heat detectors in <br />closets and asked to appear at the last meeting in September to discuss <br />the matter. <br />Mike Long, 8?5 S. Howell, St.Paul, an employee of Mr. Edwards, referred to <br />a letter from Roseville Fire Marshall Bruce Ryden granting a variance on the <br />solid core door requirement and then read a letter he (Mr. Long) had written <br />to the St. Paul Dispatch~Pioneer Press ob3ecting to the new code requirements. <br />He stated that the average response time in St. Paul and Roseville is 2 to' <br />3 minutes and that Falcon Heights would no doubt have a similar average, and <br />this should alleviate the need for some of the new requirements. <br />Howard Goserud, owner of the apartment build ing at 1496 W. Larpenteur, <br />requested that items be explained more clearly and stated that he had <br />originally been infoaned by both Fire Chief Renchin and Fire Marshall <br />Iverson that solid core doors were needed only in hazardous areas and <br />later was informed that all doors were to solid core. <br />Warren IIert, owner of the apartment at 1510 W. LEONARD <br />Larpenteur and 1680 Arona, wondered where it would all end and CARLSON, 1511 <br />expressed concern that the costs must be passed on to tenants which LARP. 8~ 1680 <br />;results in a turnover of tenants. They felt the hazard is not as great ARONA <br />in a ten unit building as in big buildings located far from afire department. <br />Fire Marshall Terry Iverson explained that in determining a three story <br />building the stories begin at the grade of the street and the code makes <br />no provision for two and one-half story buildings. He also stated that <br />since Falcon Heights does not have a ladder truck, fire prevention items <br />are most important. <br />A discussion ensued regarding the use of mutual aid, response time (Fire <br />Marshall Iversen stated Falcon Heights Fire Department average response <br />time is 5 minutes), testing of solid core and hollow doors, and the <br />reasons for self closing doors. The discussion was interrupted to hold <br />the public hearing scheduled for 8:00 p.m. <br />Acting Mayor Chestovich opened the Public Hearing on Assessment of <br />Delinquent Sanitary Sewer Charges at 8:00 p.m. There being no one present <br />wishing to be heard the hearing was closed at 8:01 p.m. Councilmember <br />Hard moved, seconded by Acting Mayor Chestovich, that Resolution 84-30 <br />be adopted.
