MINUTES <br />REGULAR CITY COUNCIL MEETING <br />DECEMBER 12, 1984 <br />PAGE 2 <br />Patrick J. Sheehan, State Fire Codes Plans Specialist, explained that <br />when licensing day care homes, the Ramsey Human Services Dept. requests <br />an inspection by the State Fire Marshal's Office, but that the authority <br />can be delegated to local jurisdictions. Councilmember Baldwin commented <br />on the problem encountered when the Falcon Heights Department inspected <br />day care homes and requested that some homes construction a second exit <br />from second floor sieepir~gquarters, a rule that applies only to day <br />care homes with more than 6 children. Fire Marshal Terry Iverson <br />explained that there was a misunderstanding regarding the matter and <br />that he had explained the error to the group home families involved. <br />Mr. Sheehan explained that the State Fire Marshal's Office only inspects <br />group homes when a request is made by Human Services, a local authority, <br />or a written complaint is received, as their department does not have adequate <br />personnel to do routine inspections. For this reason, they prefer local <br />inspections. He also stated that Senate File 2030 regarding family day <br />care homes restricts the State Fire Marshal's Offices and does not apply <br />to local jurisdiction. Fire Chief Jerry Renchin felt that local in- <br />spections would be appropriate as the department is familiar with the <br />area and there would be no surprises if it is necessary to go in the home <br />for fire or rescue. Following a discussion, Councilmember Hard moved, <br />seconded by Councilmember Ciernia, that the Falcon Heights Fire Depart- <br />ment be responsible for inspection of day care homes in Falcon Heights <br />and Lauderdale, and that the State Fire Marshal's Office be notified <br />of that fact. Motion carried unanimously. <br />Mayor Eggert presented a request from Lowell Anderson, Falcon Heights <br />Pharmacy, that a false alarm charge be excused due to the fact that the <br />alarm was activated by newspapers being thrown against the door. Attorney <br />Vane de North was of the opinion that it would be difficult to uphold the <br />charge due to the wording of the ordinance. Council discussed rewording <br />the ordinance so there will be no exclusions (including false fire alarms), <br />deleting the portion requiring notification by certified mail, and increasing <br />the fee for fire alarms to $50.00 due to the cost involved. Councilmember <br />Chestovich moved, seconded by Councilmember Hard, that the $25.00 charge <br />be excused as requested, and that the City Attorney be authorized to amend <br />the ordinance as discussed. Motion carried unanimously. <br />Councilmember Chestovich presented a petition signed by 15 residents <br />of the 1300 block of Iowa. and Hoyt, requesting that Council authorize <br />removal of the speed bumps in the alley off Hamline between Iowa and <br />Hoyt. Following a discussion, the Clerk Administrator was directed to <br />contact Ramsey County Public Works and obtain a quote on the cost of <br />removal of the bumps. The matter was deferred until December 26. <br />At the request of Bradford Schools, the items relating to that project <br />were deferred to December 26, 1984. <br />Mayor Eggert presented the Shoreview Ordinance on inoperable cars <br />and explained that the deputies serving Falcon Heights have requested <br />that Falcon Heights consider adopting a similar ordinance. Following <br />a short discussion, Mayor Eggert moved, seconded by Councilmember Ciernia, <br />that the City Attorney be directed to amend the Municipal Code to include <br />the intent of the Shoreview Ordinance. Motion carried unanimously. <br />
