MINUTES <br />REGULAR CITY COUNCIL MEETING ~~ <br />JANUARY 9, 1985 <br />PAGE 2 <br />RESOLUTION R-85-2 RESOLUTION <br />R-85-2 <br />A RESOLUTION DESIGNATING THE OFFICIAL DEPOSITORY FOR <br />THE LIQUOR FUNDS OF THE CITY OF FALCON HEIGHTS - <br />ROSEVILLE STATE BANK <br />RESOLUTION R-85-3 RESOLUTION <br />R-85-3 <br />A RESOLUTION REGARDING THE SAFETY DEPOSIT BOX AT <br />NORTH STAR STATE BANK <br />OFFICIAL NEW <br />Following a short discussion, Mayor Eggert moved, seconded by Councilmember SPAPER - <br />Ciernia, that the Roseville Focus be designated the official newspaper for ROSEVILLE <br />the year 1985. Motion carried unanimously. FOCUS <br />Mayor Eggert moved, seconded by Councilmember Hard, that Councilmember Hard COUNCILMEMBE <br />be designated Acting Mayor for the year 1985. Councilmember Baldwin stated HARD <br />he was not comfortable with that assignment as he felt a senior member with APPOINTED <br />experience should be appointed. Mayor Eggert explained that he had taken AS ACTING <br />into account requests made by Councilmembers for various positions. Upon a MAYOR <br />vote being taken, the following voted in favor thereof: Mayor Eggert and <br />Councilmember Hard, and the following voted against the same: None. Council- <br />members Baldwin and Ciernia abstained. Motion carried. <br />Mayor Eggert opened the continuation of the Public Hearing on the Lido Cafe LIDO CAFE <br />Rezoning Request (cart inued from November 14, 1984) at 7:20 P.M. He explained CONDITIONAL <br />that the Citizens Committee has not yet finished a final report, and that USE RE- <br />the Lido Cafe owners wish to pursue a conditional use permit for the Croft FERRED TO <br />property rather than rezoning. Following a short discussion, Mayor Eggert PLANNING <br />moved,secondedby Councilmember Hard, that the hearing be closed, and that COMMISSION <br />the conditional use request. be referred to the Planning Commission. Motion HEARING.©N <br />carried unanimously. REZONING <br />CLOSED <br />Attorney Van de North explained that if the City wishes to vacate a portion of <br />St. Mary's St. for parking, the vacation may be initiated by Council action or LIDO <br />a petition of abutting landowners, and he would prefer the land owners petition.EXPANSION <br />Council discussed the timeframe for vacation and possible condemnation of <br />the private alley (approximately four months). <br />Mayor Eggert moved, seconded by Councilmember Baldwin that the following <br />appointments be made for the year 1985: Engineering Firm--Bonestroo, Rosene, <br />Anderlik and Associates, Inc.; Legal Firm--Briggs and Morgan; Fiscal Consul- <br />tant--Ehlers and Associates; Planning Consultant--Howard Dahlgren Associates <br />Inc.; Prosecuting Attorney--Jerome Filla; Civil Defense Director--Dewan B. <br />Barnes; Gas Inspector--Eugene Pakoy; Building Inspector--Larry Squires; <br />Electrical Inspector--Robert Clausen; Plumbing Inspector--Richard Alquist; <br />and Horticulturist--Peter Bedker. Motion carried unanimously. <br />Mark Rutzick, owner of Roc-A-Fellas Arcade, was in attendance to request <br />the City issue an On-Sale Non-Intoxicating Malt Liquor License to his place of <br />business. He explained that his business has changed with 807 of his clientele <br />being over 19 years of age and that he would not consider the request if there <br />were many youngsters. He also stated that the room will be divided and no <br />children will be allowed on the side where beer is to be sold, and no beer <br />or cigarettes will be allowed in the game room side.
