MINUTES <br />REGULAR CITY COUNCIL MEETING <br />JANUARY 9, 1985 <br />PAGE 5 <br />seconded by Councilmember Ciernia, that the speed bumps be removed <br />as requested. Upon a vote being taken, the following voted in favor <br />thereof: Mayor Eggert, Councilmembers Baldwin and Ciernia, and the <br />following voted against the same: Councilmember Hard. <br />Attorney Van de North presented material regarding issuance of an off- <br />sale liquor license for Council's review. The matter was then deferred <br />to a later meeting. <br />A request from John Peterson, Good Value Homes, that the City pay for <br />the second survey of the walkway between Lots 23 and 24 in Falcon Woods <br />No. 3 (he felt the second survey was unnecessary) was considered. <br />Engineer Schunicht explained that the first survey did not look right so <br />they were asked to check it. Attorney Van de North stated that his firm <br />is still doing legal work on the matter which will be a cost to the City, <br />and in his opinion the $162.00 should be paid by Good Value, since the <br />City will be assuming the other costs. Mayor Eggert moved, seconded by <br />Councilmember Hard, that a letter be written to Mr. Peterson denying the <br />request and explaining why the City does not feel it is its responsibility. <br />Motion carried unanimously. <br />Council approved the following additions to the agenda: (1) Health <br />Insurance for City employees - recommended PHP at $260.30 per month, and <br />(2) Lauderdale policing. <br />Clerk Administrator Barnes presented information on the proposed change <br />in hospitalization coverages for. city employees. Council discussed at <br />length the increased cost of PHP (which could be obtained through the <br />Ramsey County group), other available types of group insurance, and <br />possible methods of charging a portion of the cost to the employees. <br />Councilmember Baldwin moved, seconded by Mayor Eggert, that the request <br />for enrollment in PHP at a cost of $260.30 per month be granted with the <br />understanding that the increased cost be considered a mid-year salary <br />increase for the employees and when setting salary increases for the year. <br />1986, the increase will be one percent less to cover the additional cost. <br />Motion carried unanimously. <br />Mayor Eggert explained that he and the Clerk Administrator had <br />discussed joint policing with Lauderdale with Sheriff Zacharias, <br />Commander Spencer, and Tom Falvey of the Sheriff's Department. That <br />department was enthusiastic and expressed no negative feelings. They <br />were of the opinion that there would be no problem with coverage since <br />Lauderdale in such a small community. Councilmember Ciernia expressed <br />concern that a contract with Lauderdale might affect working cooperation <br />between the Roseville police and the Sheriff's Department. A meeting <br />will be scheduled with the Mayor of Lauderdale, and the matter will be <br />discussed with the City of Roseville. <br />Attorney Van de North presented and reviewed a proposed amendment to <br />the Municipal Code relating to land development charges. Following a <br />short discussion, Mayor Eggert moved, seconded by Councilmember Ciernia, <br />that Ordinance No. 0-85-3 be adopted.
