MINUTES <br />SPECIAL CITY COUNCIL MEETING `3 <br />MARCH 20, 1985 <br />A special meeting of the Falcon Heights City Council was called to order <br />at 7:00 P.M. by Mayor Eggert. <br />Mayor Eggert, Councilmembers Ciernia and Chenoweth. PRESENT <br />Councilmembers Baldwin and Hard. AGSENT <br />Mayor Eggert moved, seconded by Councilmember Ciernia, that the Minutes MINUTES OF <br />of March 13, 1985 be approved as presented. 3/15/85 <br />APPROVED <br />The following items were added to the agenda: (1) City Bond Rating, and <br />(2) Coffman Project Development Agreement. AGENDA <br />ADDITIONS <br />Mayor Eggert presented a letter from Mayor June Demos of Roseville requesting <br />that Council send a resolution to the state legislators encouraging <br />support of the proposed speed skating rink. Councilmember Ciernia moved, <br />seconded by Councilmember Chenoweth, that Resolution R-85-10 be adopted. <br />Motion carried unanimously. <br />RESOLUTION R-85-10 RESOLUTION <br />R-85-10 <br />A RESOLUTION SUPPORTING ROSEVILLE'S PROPOSAL TO <br />LOCATE A REGIONAL SKATING FACILITY ON THE <br />WOODVIEW SITE <br />Mayor Eggert presented the proposed code amendment relating to regulation <br />of highways and moved its approval. The motion was seconded by Council- <br />member Chenoweth and upon a vote being taken, carried unanimously. <br />ORDINANCE 0-85-5 ORDINANCE <br />0-85-5 <br />AMENDING CHAPTER 8 OF THE MUNICIPAL CODE OF THE CITY <br />OF FALCON HEIGHTS RELATING TO INOPERABLE VEHICLES <br />Council briefly reviewed and amended the proposed code amendment <br />relating to sweeping of leaves and grass and shoveling and plowing <br />of snow into streets and alleys. Councilmember Chenoweth then moved, <br />seconded by Councilmember Ciernia, that the amendment be approved. <br />Motion carried unanimously. <br />ORDINANCE 0-85-6 ORDINANCE <br />0-85-6 <br />AMENDING THE CODE TO INCLUDE THE SWEEPING OF GRASS <br />AND LEAVES AND SHOVELING AND PLOWING OF SNOW INTO <br />THE STREETS AND ALLEYS AS A PUBLIC NUISANCE <br />REQUEST FOR <br />Council briefly discussed a request from the U.S. Army Recruiting Station ARMY RECRUIT- <br />to place a literature stand in the lobby at City Hall. The Clerk Admin- ING STAND IN <br />istrator was directed to notify them that they may place brochures in LOBBY DENIED <br />the lobby, but not a stand. <br />Engineer Schunicht reviewed the plans for upgrading of Hamline Avenue HAMLINE AVE. <br />from Hoyt to Larpenteur, and will address the following concerns CONSTRUCTION <br />with Ramsey County: (1) driveways in St. Paul will have better design DISCUSSED <br />than in Falcon Heights, (2) at present there is no definite indication <br />of how far back the side streets will be redone, and (3) the problem <br />
