MINUTES <br />SPECIAL CITY COUNCIL MEETING <br />MARCH 20, 1985 <br />PAGE 3 <br />Groups obtaining permits will be closely watched and the matter will be <br />reviewed annually. <br />The condition of Arona Street north of Crawford was discussed. Engineer <br />Schunicht stated he had checked the street and it is breaking up. A <br />decision must be made whether to continue patching and sealcoating or to <br />rebuild. He felt the streets should be rated and a long range street <br />repair program implemented. Clerk Administrator Barnes informed that <br />there is a long range plan in existence at the present time. Mr. Schunicht <br />will check the plan and make recommendations. <br />Mayor Eggert stated that he has requested Al Rolek to make more specific <br />recommendations in regard to office automation, and that it might be <br />helpful to have a workshop on the matter. Council then scheduled a <br />workshop for 6:00 P.M., March 27, 1985 to discuss office automation. <br />r~r <br />CONDITION OF <br />ARONA STREET <br />NORTH OF <br />CRAWFORD <br />DISCUSSED <br />OFFICE <br />AUTOMATION <br />WORKSHOP <br />SCHEDULED <br />Council discussed whether businesses shouldbe licensed by address ATTORNEY TO <br />or if the license should be independent of location. Clerk Administrator DRAFT <br />Barnes felt any move should require re-licensing for the benefit of fire CODE AMEND- <br />inspection, policing and 911. Also since some licenses are based on MENTS REGARD- <br />square footage, it could result in a change in fee. The Attorney will ING BUSINESS <br />draft a code amendment relating to this matter. LICENSES <br />Mayor Eggert explained that Fiscal Consultant Apfelbacher has expressed RATING <br />concern that the rating service could change the City's bond rating and SERVICE <br />felt it would be worthwhile for a delegation from the City and the Fiscal DISCUSSION <br />Consultant to go to New York and meet with the service (Moodys). <br />Councilmember Chenoweth explained that this is common practice as it <br />is important to make the service aware of financing conditions in the <br />City and any long range bonding plans. Clerk Administrator Barnes <br />will arrange a meeting with the City Engineer and Fiscal Consultant <br />to discuss the long range plan. <br />Attorney Gasteazoro presented the proposed development agreement between <br />the City and 1666 Coffman. Since the developer will be out of the picture <br />after the condominiums are sold, the City will then be dealing with 100 <br />families. She expressed concern that residents might not make tax <br />payments which would cause a shortage in the tax increments. She had <br />been informed that each homeowner cannot be asked for a letter of credit <br />nor can a letter of credit be required from the condominium association. <br />Council discussed possible ways in which to insure funds will be <br />available, such as create a reserve not to exceed 15~ of the bond issue, <br />a portion of the association fee be set aside for payment of any unpaid <br />taxes, and developer guarantee the 25 percent shortfall. Attorney Gastezoro <br />will meet with the developers regarding the Coffman project. <br />Councilmember Ciernia asked that Council consider amending the code <br />to allow a currently licensed vehicle to be used for warehousing <br />temporarily in case of emergency such as a building being destroyed <br />by fire. Attorney Gasteazoro will research the matter. <br />Council discussed a memorandum from Public Works Foreman Vince Wright, <br />regarding a capital improvement fund, and requested that a list of <br />needed equipment be provided prior to budget time. <br />COFFMAN <br />DEVELOPMENT <br />AGREEMENT <br />DISCUSSED <br />RESEARCH <br />ON CODE <br />AMENDING <br />WAREHOUSING <br />
