MINUTES <br />REGULAR CITY COUNCIL MEETING <br />JULY 10, 1985 <br />A regular City Council Meeting was called to order at 7:00 P.M. by Acting <br />Mayor Ciernia. <br />Acting Mayor Ciernia, Councilmembers Baldwin and Chenoweth. Also present <br />were Clerk Administrator Barnes, Engineer Schunicht, and Attorney Van de <br />North. <br />Mayor Eggert and Councilmember Hard. <br />Councilmember Baldwin moved, seconded by Councilmember Chenoweth, that <br />the Consent Agenda be approved as presented. Licenses: See attached list <br />Councilmember Baldwin moved, seconded by Councilmember Chenoweth, that <br />the Minutes of June 19, 1985 be approved as presented. Motion carried <br />unanimously. <br />Councilmember Baldwin moved, seconded by Councilmember Chenoweth, that the <br />Minutes of June 26, 1985 be approved as presented. Motion carried <br />unanimously.. <br />Acting Mayor Ciernia presented a variance request from Thomas Montain, <br />1850 Holton, to place a garage (with a bedroom above) nearer the lot <br />line than allowed by City Code. Mr. Montain presented and explained his <br />proposed plan. Following a short discussion, Councilmember Chenoweth <br />moved, seconded by Acting Mayor Ciernia, that the variance be granted <br />with the stipulation that the structure be placed no closer than three <br />feet to the property line as recommended by the Planning Commission at <br />their July 8, 1985 meeting. Motion carried unanimously. <br />John Klick, Galdin, Ciaccio & Click, and Frank Kubitchek, MEA Associates, <br />presented proposed plans for office condominiums on the remainder of the <br />Hawkins Estate and Moder/Olson site. Mr. Klick addressed requests <br />made by the Planning Commission at the June 17, 1985 meeting and explained <br />that the latest plans will reflect those requests. Mr. Kubitchek <br />commented on the fact that it is possible the development would be done <br />in phases, although they would prefer to do the entire project at one <br />time. Council discussed the use of Tax Increment Financing and Industrial <br />Development Bonds if the project is phased. Mr. Kubitchek assured that <br />if only one-half is done, the financing would be on that one-half only and <br />that full information will be provided with the application for Tax <br />Increment Financing and IDB bonds, and requested that Council approve the <br />concept in order that they may proceed.
