MINUTES REGULAR CITY COUNCIL MEETING JULY 10, 1985 A regular City Council Meeting was called to order at 7:00 P.M. by Acting Mayor Ciernia. Acting Mayor Ciernia, Councilmembers Baldwin and Chenoweth. Also present were Clerk Administrator Barnes, Engineer Schunicht, and Attorney Van de North. Mayor Eggert and Councilmember Hard. Councilmember Baldwin moved, seconded by Councilmember Chenoweth, that the Consent Agenda be approved as presented. Motion carried unanimously. 1. Licenses: See attached list Councilmember Baldwin moved, seconded by Councilmember Chenoweth, that the Minutes of June 19, 1985 be approved as presented. Motion carried unanimously. Councilmember Baldwin moved, seconded by Councilmember Chenoweth, that the Minutes of June 26, 1985 be approved as presented. Motion carried unanimously.. Acting Mayor Ciernia presented a variance request from Thomas Montain, 1850 Holton, to place a garage (with a bedroom above) nearer the lot line than allowed by City Code. Mr. Montain presented and explained his proposed plan. Following a short discussion, Councilmember Chenoweth moved, seconded by Acting Mayor Ciernia, that the variance be granted with the stipulation that the structure be placed no closer than three feet to the property line as recommended by the Planning Commission at their July 8, 1985 meeting. Motion carried unanimously. John Klick, Galdin, Ciaccio & Click, and Frank Kubitchek, MEA Associates, presented proposed plans for office condominiums on the remainder of the Hawkins Estate and Moder/Olson site. Mr. Klick addressed requests made by the Planning Commission at the June 17, 1985 meeting and explained that the latest plans will reflect those requests. Mr. Kubitchek commented on the fact that it is possible the development would be done in phases, although they would prefer to do the entire project at one time. Council discussed the use of Tax Increment Financing and Industrial Development Bonds if the project is phased. Mr. Kubitchek assured that if only one-half is done, the financing would be on that one-half only and that full information will be provided with the application for Tax Increment Financing and IDB bonds, and requested that Council approve the concept in order that they may proceed. The discussion was interrupted for the 7:30 P.M. public hearing.
