MINUTES <br />SPECIAL CITY COUNCIL MEETING/PUBLIC HEARINGS <br />SEPTEMBER 16, 1985 <br />A special meeting of the Falcon Heights City Council was called to order at <br />7:00 P.M. by Mayor Eggert. <br />Mayor Eggert, Councilmembers Ciernia, Chenoweth, Baldwin, and Hard. Also <br />present were Clerk Administrator Barnes, Attorney Van de North, and Enginee <br />Willis. <br />None. <br />r <br />Mayor Eggert opened the Public Hearing on Assessments for the 1985 <br />Coffman/Larpenteur Street and Utility Improvements at 7:00 P.M., and <br />presented the Affidavits of Publication and Mailing. Read into the <br />record was a letter dated September 3, 1985 from Steven C. Emerson, 2129 <br />W. Larpenteur, requesting that Council consider a 10 year assessment term. <br />Council discussed Mr. Emerson's request and the fact that only Mr. Emerson <br />and Gibbs Farm will be paying over the term designated, the University of <br />Minnesota and University of Minnesota Golf Club have signed agreements <br />that they will pay their assessments up front. There being no one <br />present wishing to be heard, Mayor Eggert closed the hearing at 7:08 P.M. <br />and moved Resolution R-85-55 providing for payments over a ten year <br />period at nine percent interest. Councilmember Hard seconded the motion <br />and upon a vote being taken, .carried unanimously. <br />RESOLUTION R-85-55 <br />A RESOLUTION RELATING TO ADOPTING ASSESSMENTS FOR 1985 <br />COFFMAN/LARPENTEUR STREET AND UTILITY IMPROVEMENTS <br />At 7:15 P.M. Mayor Eggert opened the Public Hearing on Assessments for the <br />1985 Tatum/Lindig Street and Utility Improvements and presented the <br />Affidavits of Publication and Mailing. <br />Choong-Sihn-Youn, 1742 Tatum Street, questioned the estimated costs of the <br />project and the bid costs. Engineer Willis explained the cost of the <br />project and the amount to be assessed, and that the proposed assessments <br />are the same as given at the other hearing $28.00 per foot for the street, <br />and 7.560 per square foot for storm sewer. Mr. Youn questioned the fact <br />that the assessment has remained the same in spite of the fact that the <br />bid came in approximately $40,000 less that estimated. He also wanted <br />to know if there would be other costs added later. Mayor Eggert <br />explained that the soft costs are included in the proposed assessment <br />and there would be no further charges other than the interest if not <br />prepaid. Mr. Youn asked if Council would be willing to distributed <br />the savings to residents. <br />Mark Ascerno, 1871 Tatum Street, stressed the same point as Mr. Youn, <br />should not the savings be shared with the homeowners. He indicated <br />that at the improvement hearing Council indicated a large part of <br />the cost would be paid with tax increment funds, and for that reason <br />most property owners did not object. He inquired about the interest <br />to be charged and if the term is 10 years if there would be a penalty <br />for prepayment.
