MINUTES 1 ~ J <br />SPECIAL CITY COUNCIL MEETING <br />DECEMBER 3, 1985 <br />A special meeting of the Falcon Heights City Council was called to order <br />at 6:05 P.M. by Mayor Eggert. <br />Mayor Eggert, Councilmembers Hard, Ciernia, Chenoweth, and Baldwin. Also PRESENT <br />present were Clerk Administrator Barnes and Fiscal Consultant Apfelbacher. <br />None. ABSENT <br />The bid opening and first item on the agenda relating to the bond sale <br />for the Falcon Heights Office Park was deferred due to a delay in the <br />delivery of the bids. <br />Council reviewed the Planning Commission Minutes of December 2, 1985 SPECIAL <br />relating to the conditional use request from Bullseye Golf, Inc. and MEETING AND <br />discussed the Planning Commission's recommendation that a temporary PUBLIC <br />conditional use be granted with the stipulation that the Golf-O-Mat HEARING ON <br />operation in the lower level of the. buildingtPrminate no later than BULLSEYE <br />March 31, 1985 or until the Bullseye Plaza Building is fully leased and CONDITIONAL <br />occupied, whichever is first. Council briefly discussed past problems with USE REQUEST <br />the owner of the building and whether or not a special meeting should be FOR GOLF-O- <br />scheduled for a public hearing on the matter, since there was not ample MATS TO BE <br />time to publish the hearing notice prior to the meeting scheduled. for HELD 12/19/85 <br />December 11, 1985. Mayor Eggert moved, seconded by Councilmember Hard, ONLY IF <br />that the public hearing be scheduled for December 19, 1985 at 7:30 P.M. OWNER OF <br />only if the owner, Dennis Hunt, is available to be present, and if so the PROPERTY IS <br />December 11, 1985 meeting will be chancelled; if Mr. Hunt cannot be present, AVAILABLE <br />the hearing will be scheduled for 7:30 P.M. on January 8, 1986, and the <br />December 11, 1985 meeting will be held as previously planned. Motion <br />carried unanimously. <br />Mr. Hunt's attorney will be contacted to make arrangements and Council <br />will be informed of the outcome by noon December 4th. <br />Fiscal Consultant Apfelbacher opened and presented the bids for sale of BID OPENING <br />$745,000 General Obligation Tax Increment Bonds (Falcon Heights Office $745,000 <br />Park) as follows: (1) First National Bank of St. Paul, 7.1069, G.O. <br />(2) Norwest Investment Services, 7.1497, (3) Piper, Jaffray & Hopwood, TIF BONDS <br />Inc., 7.57307, (4) Dain Bosworth, Inc., 7.3091, and (5) Cronin & Co., F.H. OFFICE <br />7.228. Mr. Apfelbacher recommended accepting the low bid from First p~,gK <br />National St. Paul, and explained that these bids were based on the City's <br />existing bond rating and were accepted with that understanding. He did <br />not feel there was any concern that the bond rating would be lowered, and <br />will be in contact with Moodys Rating Service regarding the matter. Mayor <br />Eggert moved, seconded by Councilmember Hard, that Resolution R-85-68 <br />be adopted awarding the bid.
