<br />1 <br /> <br />MINUTES <br />REGULAR CITY COUNCIL MEETING <br />SEPTEMBER 9, 1981 <br />PAGE 4 <br />Councilmember Larson requested information regarding the possibility <br />of rezoning the American Shelter Corp. property to Planned Unit Develop- <br />ment. Attorney Kenefick explained that the Planned Unit Development <br />Ordinance was adopted to give maximum flexibility for a large piece of <br />property. If the property .under discussion is rezoned PUD the Planning <br />Commission must hold a Public Hearing on the subject and that Commission's <br />recommendation will then be given to Council for consideration. He also <br />informed that the initial underlying zoning stays in effect regarding <br />such items as density, set back requirements etc, but can be altered , <br />in order to make it in accord with the PUD concept. <br /> <br />PLANNED UNIT <br />DEVELOPMENT <br />EXPLANATION <br />Mayor Warkentien moved, seconded by Councilmember Larson, that the Clerk THANK YOU TO <br />Administrator be directed to write a letter to Brent Lewis, Director of JOB CORPS <br />the Job Corps Center, thanking the students for voluntarily cleaning up CENTER <br />Fair debris in the City. Motion carried unanimously. <br />Mayor Warkentien announced that the Regional Meeting of the League of <br />Minnesota Cities will be held in Shakopee, MN on September 30, 1981 <br />at 2:30 p.m. <br />Mayor Warkentien informed Council that as the Council Representative <br />to the North Suburban Youth Service Bureau he has been invited to <br />the Mounds View Community Education Advisory Council dinner meeting. <br />Councilmember Eggert moved, seconded by Councilmember Larson, that <br />Mayor and Dirs. Warkentien attend the meeting and that the City pay <br />for the dinners ($7.00 each}. Motion carried unanimously. <br />Clerk Administrator Barnes presented the proposed 1982 Budget for <br />Council's review. Qouncil discussed whether or not to levy the limit <br />allowed by law. The consensus of opinion was that in view of the <br />deficits in the State Government there is a possibilty State aids <br />will be reduced, it would be wise to levy the full amount allowed. <br />Councilember Larson moved, seconded by Councilmember Eggert that <br />the full limit allowed be levied and any excess be placed in the <br />Contingency Fund. Motion carried unanimously. <br />The budgeted amount for employees salaries was discussed, whereupon <br />Councilmember Larson moved, seconded by Councilmember Eggert, that <br />the salary rate increase for permanent employees be increased from <br />8% to 12% and that employees salaries be reviewed again on June 1, <br />1982. Motion carried unanimously. <br />Councilmember Larson questioned the fact that there was no budgeted <br />mount for Civil Defense as she felt it important to have a disaster <br />fund and plan. Mayor Warkentien and Councilmember Eggert both stated <br />that since the Contingency Fund is available in the event of a disaster <br />budgeting would not be necessary.
