<br />1 <br />1 <br />I <br />U <br />MINUTES <br />REGULAR CITY COUNCIL MEETING <br />SEPTEMBER 23, 1981 <br />PAGE 2 <br />:. ~.~ <br />Mayor Warkentien presented a conditional use request from Norbert Hermes, CONDITIONAL <br />1755 St. Mary's, to erect a utility shed not less than 5 feet from the USE-UTILITY <br />south and west property lines (approved by Planning Commission on September SHID-NORBERT <br />14, 1981). Councilmember Larson moved, seconded by Councilmember Steele, HERMES, 1775 <br />that the conditional use request beā€¢approved. Motion carried unanimously. ST. MARY'S <br />Mayor Warkentien presented a request from the Fire Department for dis- SALVAGEABLE <br />position of salvageable fire hose, 250 feet of 2~ inch and 100 feet of 1~ FIRE HOSE TO <br />inch, the hose to be given to the Maintenance Department. Councilmember BE USID BY <br />Steele moved, seconded by Councilmember Larson, that the request be granted. MAINTENANCE <br />Motion carried unanimously. DEPT. <br />Clerk Administrator Barnes presented the audit proposal from George M. 1982 AUDIT <br />Hansen Company for the 198. City audit, the cost not to exceed $5,500 PROPOSAL <br />to $5,900. Following a short discussion Mayor Warkentien moved, seconded ACCEPTED <br />by Councilmember Brown, that the proposal be accepted as submitted. <br />Motion carried unanimously. <br />Council discussed several possible methods for increasing penalties SANITARY <br />for delinquent sanitary sewer charges such as (1) a $5.00 per quarter SEWER <br />charge, (2) $1.00 per month per quarter, or (3) a percentage of the PENALTY TO Bi <br />amount past due. Clerk Administrator Barnes stated he felt a per 10% PER <br />month charge would complicate the bookkeeping and he would prefer the QUARTER <br />percentage method. Councilmember Eggert indicated he felt a 10% <br />penalty would not be sufficent to encourage "on time" payment. Council- <br />member Steele stated he was more comfortable nth the 10% system as there <br />is a psychological threat when percentages are stipulated. Councilmember <br />Steele moved, seconded by Councilmember Brown, that the wording in Section <br />8-B of Ordinance ~~46 be changed to read as follows: There shall be added <br />to all statements not gaid by that time a penalty charge of 10% per quarter <br />or fraction thereof on all unpaid sanitary sewer charges. Motion carried <br />unanimously <br />Clerk Administrator Barnes requested that Council change the meeting time 10/7/81 MEET- <br />for the October 7, 1981 from 7:30 p.m. to 7:00 p.m. to accomodate the ING TIME <br />architects who. will be interviewed at that evening. Councilmember Larson CHANGID TO <br />moved, seconded by Mayor Warkentien, that the meeting time be changed to 7:00 P.M. <br />7:00 p.m. Motion carried unanimously. <br />Attorney Allen presented the proposed Fire Department Relief Association <br />By-Laws for discussion. Fireman Joseph Bianchi was in attendance for in- <br />put and in response to a question by Councilmember Steele, explained the <br />eligibility rules and regulations for membership in the Association. <br />Attorney Allen assured the Clerk Administrator that the Fund is never <br />7.iable for any more than is actually there and there is no liability on <br />the part of the City, the plan being self perpetuating. Councilmember <br />Steele moved, seconded by Councilmember Brown, that the Fire Department <br />Relief Association By-Laws be accepted. Motion carried unanimously. <br />Mayor Warkentien presented for the proposed 1982 Budget for discussion. <br />Councilmember Brown inquired as to whether or not the Senior Citizens <br />Club (which is sponsored by the City) should. be included in the Recre- <br />ation Department Budget. Following a short discussion Councilmember <br />Brown moved, seconded by Mayor Warkentien, that the Senior Club be <br />FIRE DEPT. <br />RELIEF ASSN. <br />BY-LAWS <br />APPROVED <br />1982 BUDGET <br />SENIORS CLUB <br />TO BE INCLUDE <br />IN RECREATION <br />BUDGET <br />
