MINUTES <br />REGULAR CITY COUNCIL MEETING <br />JUNE 23, 1982 <br />PAGE 3 <br />Councilmember Eggert moved, seconded by Councilmember Ciernia, that PLANS TO BE <br />the plans for development and tax increment financing be referred REFERRED TO <br />to the City Planning Commission, Metro Council, the County Board, AFFECTED <br />and School District 623 prior to the July 20th meeting. Motion GOVERNMENTAL <br />carried unanimously. UNITS & <br />PLANNING COMM <br />Councilmember Larson was directed to contact the Planning Commission <br />to make.arranagements to change the July 12th Planning Commission to <br />July 15, 1982 to accomodate the consultants. <br />Following a discussion regarding the time table and the publication <br />requirements Councilmember Larson moved, seconded by Councilmember <br />Ciernia that Resolution 82-27 be adopted approving the plans and <br />specifications for the storm sewer project. Motion carried unani- <br />mously. <br />RESOLUTION 82-27 RESOLUTION <br />82-27 <br />A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS <br />FOR GORTNER,LARPENTEUR AND PRIOR AVENUES TAX INCRE <br />MENT STORM SEWER PROJECT <br />Councilmember Larson moved, seconded by Councilmember Ciernia that SPECIAL MTG. <br />a Special Meeting be scheduled for July 6, 1982 at 7:30 p.m. to 7/6/82 <br />review the plans, that the Clerk Administrator be authorized to BID OPENING <br />advertise for bids and that the bid opening be set for 10:00 a.m. SET FOR <br />August 4, 1982. Motion carried unanimously. 10:00 A.M. <br /> 8/4/82 <br />Mayor Warkentien moved, seconded by Councilmember Larson, that <br />Resolution 82-28 be adopted setting a public hearing on the storm <br />sewer improvements, such hearing to be held August 4, 1982, and <br />that the Clerk Administrator be authorized to publish the hearing <br />notice. Motion carried unanimously. <br />RESOLUTION 82-28 RESOLUTION <br /> 82-28 <br />A RESOLUTION CALLING FOR A PUBLIC HEARING <br />ON STORM SEWER IMPROVEMENTS <br />Mayor Warkentien moved, seconded by Councilmember Larson, that the 8/11/82 MTG. <br />Regular Meeting of Augustll, 1982 be cancelled. Motion carried CANCELLED <br />unanimously. <br />Council discussed the need for a development plan and the fact that EHLERS & <br />the City Planner is unable to prepare the plan. Fiscal Consultant ASSOC. TO <br />Chenoweth informed that his firm has the ability to draft a develop- DRAFT TFI <br />ment plan together with the tax increment financing plan if Council & DEVELOPMENT <br />so desires. Mayor Warkentien moved, seconded by Councilmember Larson, PLAN <br />that the firm of Ehlers and Associates be authorized to draft both <br />the development plan and the tax increment plan.
