Engineer Lemberg felt that this year tivoulc be a good construction <br />year since bids 'rave come in 25 to 30 percent lower than anticipated. <br />Due to the fact that state aid to cities has beer, cut seven percent and <br />there vrill be further cuts not yet established, Clerk Administrator isarnes <br />requested Council to autT_ori.ze him to advise staff that a thirteen percent <br />cut will b e necessary ir, all exz~enditures--other than salaries--retoractive <br />to January 1, 1982. This could affectr,urchase of equipment ~rrhich -as <br />budgeted, cut backs on services, park motiving and general ecorom~zing. <br />Councilmember Eggert was of the opinirn that the cuts mentioned ti^,~ ould pct <br />amount to X60,000, the amount of possible state aid. reductions. Council- <br />merlber Eggert also felt that any major items or services to be cut should <br />be brought to the Council. P~Zayor ~':arkentien moved that the C1_erk <br />Administrator be authorized to advise staff that there must be a <br />thirteen percent cut in the 1.982 purchases and that this be cor_sidered <br />an administrative procedure to be administered by him with the eyception <br />of major items, particularly service iterls, which s'r~ould be brought to <br />the Councils attention. All. major items vrill be shownen the consent <br />agenda. Councilmember Larson. seconded the motion. rotior. carried <br />unanimously. <br />Councilmember Larson advised the Council of sire Chief Fenchin~s concern <br />regarding the recent disturbance by the bystanders who vrere ~^ratchin~; the <br />street reddens. The .Eire Chief ti:ould not have resronded unless it ti^yotald <br />have been an accid.e-r~t, an injury or a fire becala.se they are neither <br />equipped nor trained to handle a riot. He felt the .Eire Department would <br />be in a very vulnerable nosi_tion because when the _fire trucks run out of <br />v+rater, there would be no^ other r~^otecti on. Councilmember T,arson moved <br />that the .{ire Department of the City of Falcon Heights not be required to <br />respond tc a riot situation unless it was specifically .for a fire, an <br />accident or injuries. Councilmember Ciernia seconded the'!<<otion. He <br />also felt that the Ramsey County Sheriff should be asked what their rolicy <br />is on requesting Fire Department support ~:or non-fire or rescue emergencies. <br />Councilmember Ciernia asked Attorney Swanson if the police department could <br />direct fire depa.ri;ment~ participation in certain circtunstances, and Attorney <br />;wanscn advised that the police ca.n direct citizen participation bu.t the <br />police department has no jurisi.dcti_on to direct activities of the Fire <br />Department and cannot require the }Fire Department to assist in maintaining <br />law and order. Council. felt the request was hard to address be-,cause it is <br />hard to sort out the activities of the Fire ~;epartmert. Councilmember <br />Ciernia .felt that the Council should support written restrictions to be <br />included-in the ~,ire~~epari-•rnent by-laws. Counci.L.~ember Larson withdrew <br />her motion and Councilmember Ciernia moved that Attorney Svransor. be <br />authorized to f orn.ulate language to be included i n the r'ire Department <br />By-L•aws restrictions on 1°_oVr to respond to disturbances and tc contact <br />the Sheriff's Department regarding their pclicy.
