[~ <br />C <br />~~ <br />MINUTES <br />SPECIAL CITY COUNCIL MEETING/PUBLIC HEARING <br />AUGUST 4, 1982 <br />PAGE 5 <br />~ ,-:. ~9 <br />.fi. rr it <br />Hans Schirrmeister, 1779 Tatum, inquired as to whether or not a pipe HANS <br />could be extended to go east on the back lots of Tatum for the storm SCHIRRMEISTER <br />sewer and he was advised that it is possible but that it is not presently 1779 TATUM <br />included in the project. <br />Richard Winkel, 1825 Fairview, stated he is opposed because the majority <br />of the people who would benefit are opposed (23 to 3). <br />Walter Northrup, 1942 Summer, wanted to know how much the tax increase <br />would be for each property owner to which Engineer Schunicht replied <br />that it would increase one and one-half mills which would be approxi- <br />mately $22.00 per lot. Mr. Northrup then asked when the cost would be <br />five cents per square foot and when it would be thirteen cents per <br />square foot. Mr. Schunicht explained that if 20 percent of the project <br />were assessed it would cost five cents per square foot or $700 for a <br />typical lot in the area. If the Tatum/Lindig storm sewer were assessed <br />at five cents a square foot, the mill rate would increase 1.5 mills and <br />if the whole project were assessed at five cents a square foot, then the <br />mill rate would increase about 2.5 mills. The assessment of five cents <br />per square foot is based on a single family residential lot and Hewlett <br />Packard and City Hall or commercial property would pay at a higher rate <br />depending upon the amount of surfacing on their property as commercial <br />property usually contributes a greater run off. <br />There being no others wanting to be heard, Mayor Warkentien closed the <br />public hearing at 8:30 P.M. <br />Councilmember Larson moved, seconded by Mayor Warkentien, that the <br />Council consider only the western segment at the present time with <br />the possibility that Lindig and Tatum could be connected at a later <br />date. Councilmember Ciernia presented an amendment to the motion <br />deleting Tatum and Lindig from the storm sewer consideration. The <br />amendment was accepted and upon a vote being taken, the motion carried <br />unanimously. <br />Councilmember Chestovich made a motion, seconded by Councilmember <br />Eggert, that the City Engineer be authorized to investigate the <br />possibility of better maintenance and operation of the present <br />drainage ditch in the Tatum area, and that he give his recommendations <br />to Council. Motion carried unanimously. <br />Mayor Warkentien moved, seconded by Councilmember Larson, to proceed <br />with the western segment of the Larpenteur/Gortner storm sewer <br />project. Councilmember Larson stated she was in favor of the project <br />but did not have sufficient information as to what would happen if <br />costs are more than anticipated. Consultant Chenoweth felt that a <br />this time a $650,000 bond is very marketable at 11 years maturity. <br />The $650,000 bond at 11 percent would equate to 2.4 to 2.8 mills, which <br />includes the connection to the St. Paul sewer system, the Gortner <br />construction and City Hall plus utilities. <br />Councilmember Larson questioned whether or not the condemnation of <br />the City Hall property could come in at a higher price than anticipated <br />and how that would be financed.
