MINUTES ~~ " <br />SPECIAL CITY COUNCIL MEETING <br />AUGUST 31, 1983 <br />PAGE !~ <br />Clerk Administrator Barnes presented information on the number of TREES TO BE <br />trees needed for replaceanent of boulevard trees in 198 and asked ORDE~tED FOR <br />Councils opinion on whether to purchase bare root or potted trees. 19811 TREE <br />Following a discussion, Council directed the Clerk Administrator to PLANTING <br />purchase a mixture of bare root and potted trees in order to determine <br />if potted trees have a better survival rate. <br />Acting Mayor Larson presented the statement from Howard Dahlgren and DAHLGREN & <br />Associates for work on the Larpenteur/Snelling development. There was ASSOC. <br />some opinion that the amount of $2,7811.80 was more than STATEMENT & <br />anticipated as nothing tangible has been presented to Council or Staff. PERFORMANCE <br />Don Grittner, Chairman of the Citizens Advisory Committee, was in DISCUSSED <br />attendance and informed Council that the firm had met with their group <br />several times and they felt progress is being made. Mr. Grinner also <br />stated that the Dahlgren plans to have completed Phase I by September <br />15 and material will be presented to Council for review by that time. <br />Mr. Grittner indicated his Committee is satisfied with the firms' <br />performance. Acting Mayor Larson moved, seconded by Councilmember <br />Ciernia, that payment of the $2,7811.80 be approved. Motion carried <br />unanimously. <br />Attorney Dan de North informed that he had conferred with Bullseye BULLSEYE <br />Attorney Bob Collins and that they have an oral understanding that AGREEMENT <br />the agreement with Bullseye will be extended. Attorney Dan de North EXTENSION TO <br />will attempt to obtain a written document extending the agreement ~ PURSUED <br />to October 12, 1983. <br />Councilmember Chestovich reviewed some of the problems with the 1983 S~- <br />sealcoating pro3ect in the Northome Area this summer, especially COATING <br />the delay in starting the project which made the completion time PROBLEMS <br />coincide with the start of the State Fair. Following the discussion, DISCUSSED <br />Council agreed, with the approval of the Engineer, to put a time <br />limit in the specifications for future projects. <br /> R. WIRTH, <br />Cauncil noted a letter from Raymond Wirth, 1795 N. Pascal, protesting 1795 PASCAL, <br />a late penalty on his sanitary sewer charge. SEWER PEN. <br /> PROTEST NOTE <br />Council accepted a $200,00 donation for park purposes from Bonestroo, PARK DONATIO <br />Rosene, Anderlik and Associates, and directed the Clerk Administrator FROM BONESTR~ <br />to send a letter of thanks to the firm. & ASSOC. <br />Clerk Administrator Barnes informed Council that the Postal Service DISCUSSION 0: <br />plans to install cluster mail boxes in Falcon Woods No. 3 and presented CLUSTER MAIL <br />pictures of some types of boxes. Council indicated negative feelings BOXES IN <br />regarding the cluster boxes but recommended the matter be referred to FALCON <br />the developer. Clerk Administrator Barnes advised .that the Postal WOODS N0. 3 <br />Service representative will be meeting with Good Dalue Homes to discuss <br />the matter. Council requested that the problem of newspaper tubes also <br />be addressed at that time. <br />Council noted a letter from Dave Anderson, 151.2 W. Idaho, protesting DAVE ANDERSO <br />the tagging of vehicles parked less than 30 feet from stop signs, and 1512 IDAHL <br />requesting that the City post ~~no parking 30 feet" on all stop signs, LETTER REGAR <br />paint curbing yellow where curbs exist, and, also, post signs indicating ING STOP <br />the distance from fire hydrants.
