MINUTES <br />REGULAR CITY COUNCIL MEETING <br /> <br />APRIL 26, 1978 <br />A regular meeting of the Falcon Heights City Council <br />was called to order at 7:30 p.m. by Mayor Warkentien. <br />Mayor Warkentien, Councilmembers Black, McGough, Steele PRESENT <br />and Brown. Also present were Clerk Administrator Barnes, <br />Attorney Kenefick and Engineer Lemberg. <br />None. <br />Councilman McGough moved, seconded by Councilman Black <br />to approve the Consent Agenda as follows: <br />ABSENT <br />5~ <br />CONSENT AGENDA <br />1. Fire 8 Rescue reports; . 1 drill - rescues #36 <br /> thru #4 2 <br />2. General Disbursements in the amount of $18,753.17 <br />3. General Payroll in the amoun t of $4,217.96 <br />4. Liquor Disbursements i n the amount of $12,194.76 <br />5. Liquor Payroll in the amount of $1,947.08 <br />6. Ramsey County Sheriff Report - March <br />1 <br />Upon a vote being taken the following voted "aye": Mayor <br />Warkentien, Councilmembers Black, McGough, Steele and <br />Brown the following voted "nay": None. Motion carried. <br />No action taken, tabled to May 10, 1978. <br />Mayor Warkentien introduced Mr. Paul Conmey, Adminis- <br />trator, C.A.P.A. System, Mr. Dayton T. Jenks, Chief <br />Deputy Assessor and Mr. Leonard F. Olson, Supervisor, <br />Tax Accounting section of Ramsey County. A slide pre- <br />sentation was shown which explained how values for <br />assessing purposes are determined. C.A.P.A. stands <br />for Computer Assisted Property Appraisal. One of the <br />features of the system is the utilization of a computer <br />to determine neighborhood bounderies and to compare <br />computer results with actual sales results. The use <br />of this will assure more reliable, accurate and readily <br />accessible information on all appraisals will be avail- <br />able and used. The increase of the value used for tax <br />calculation is limited to (1) loo more than last years <br />limited value or (2) 25o of the difference between last <br />years limited value and this years estimated market <br />value whichever is greater. <br />After the side presentation a question and answer period <br />conducted by Mr. Paul Conmey. <br />MINUTES OF <br />APRIL 12,1978 <br />RAMSEY COUNTY <br />DEPARTMENT OF <br />PROPERTY <br />TAXATION <br />
