MINUTES <br />SPECIAL CITY COUNCIL MEETING <br />MARCH 5, 1980 <br />PAGE 3 <br />~3I ~ <br />Mayor Warkentien read a request from Kurt Leichtle, Site Manager of the Gibbs GIBBS FARM <br />Farm Museum, for permission to hold a muzzle loading shoot on June 15, 1980. MUZZLE LOAD- <br />Councilmember Steele moved, seconded by Councilmember Brown that Gibbs Farm ING SHOOT <br />be granted permission to hold a muzzle loading shoot on June 15, 1980 between APPROVED <br />the hours of 1:00 and 4:00 p.m. Motion carried unanimously. <br />Engineer Lemberg informed Council that Ramsey County has obtained bids on <br />the Roselawn Avenue, Fairview to Cleveland, Project and that the low bid <br />was from C. S. McCrossan in the amount of $451,394.43. The City`s share <br />of the cost would be $177,881.24 and Engineer Lemberg recommended the City <br />approve the bid. <br />Mayor Warkentien moved, seconded by Councilmember Brown to approve the bid <br />from C. S. McCrossan for improvement of Roselawn Avenue from Fairview to <br />Clev~].and. Motion carried unanimously. <br />After possible methods of funding the Roselawn Project were discussed, <br />Engineer Lemberg suggested a meeting with Bob Sanders of Juran and Moody, <br />Financial Consultants, to determine which method of financing would be <br />best. <br />Mayor Warkentien moved, seconded by Councilmember Brown that Clerk Admini- <br />strator Barnes and Engineer Lemberg be authorized to meet with Bob Sanders <br />of Juran and Moody to discuss the matter. Motion carried unanimously. <br />Councilmember Eggert, Liaison to the Human Rights Commission, moved, <br />seconded by Councilmember Brown, that rep rese~ntatives of the Human Rights <br />Commission be authorized to attend the State human Rights No Fault <br />Grievance Training Session and that the City pay any minor expenses. <br />Motion carried unanimously. <br />Councilmember Larson inquired as to whether or not there is sufficient <br />business to justify 3 Council Meetings in the month of March. After a <br />discussion Councilmember Stee]_e moved, seconded by Councilmember Larson <br />that a Special Meeting be held March 19, 1980 and that the meetings <br />scheduled to be held March 12th and Marcie 2hth be cancelled. Motion <br />carried unanimously. <br />BID ON <br />ROSELAWN, <br />FAIRVIEW TO <br />CLEVELAND, <br />PROJECT <br />APPROVED <br />CLERK ADMINI- <br />STRATOR & <br />ENGINEER TO <br />MEET WITH <br />FINANCIAL <br />CONSULTANT <br />HUMAN RIGHTS <br />TO ATTEND <br />NO FAULT <br />GRIEVANCE <br />SEMINAR <br />SPECIAL MEET-, <br />ING MARCH 19-' <br />MEETINGS OF <br />MARCH 12 AND <br />MARCH 26 <br />CANCELLED <br />A discussion was held regarding increasi.n~; the parking fines to $15.00 PARKING FINES <br />during the State Fair ortly,or to increase the fines to $15.00 for the INCREASED <br />entire year, the method preferred by the Courts and the Prosecuting Attorney. FROM $5.00 <br />Councilmember Steele had requested that court records be checked to determine TO $15.00 <br />how many Falcon Heights residents are ticketed as he did not want the $15.00 ENTIRE YEAR <br />to be a hardship on residents. Clerk Administrator Barnes stated he had <br />checked the records for January and February of 1980 and found that no Falcon - <br />Heights residents had been ticketed during that period of time. <br />Councilmember Steele moved, seconded by Councilmember Larson that the <br />parking fine be increased from $5.00 to $15.00 the year around and that <br />the City Attorney be authorized to draft an ordinance to that effect. <br />Motion carried unanimously. <br />Clerk Administrator Barnes informed that the temporary "No Parking" TOW AWAY <br />signs used during the State Fair will, in the future, also be marked SIGNS DURING <br />"Tow Away Zone" in order that there will be no question as to whether STATE FAIR <br />or not towing is desired. <br />
