MINUTES <br />REGULAR CITY COUNCIL MEETING <br />JUNE 25, 1980 <br />PAGE 3 <br />Councilmember Larson and Clerk Administrator Barnes informed Council of <br />their activities at the 66th Annual League of Minnesota Cities 1980 <br />Conference and indicated that the meetings were interesting and worth- <br />while. <br />Attorney Kenefick presented the City of St. Paul Resolution relating <br />to the control of narcotics paraphernalialand explained that the purpose <br />of the resolution is to encourage the League of Minnesota Cities to sponsor <br />and lobby for statewide legislation to provide some sort of drug para- <br />phernalia control. Councilmember Larson moved, seconded by Councilmember <br />Steele that Resolution 80-16 (based on the St. Paul Resolution) be <br />adopted thus showing Council's support of such legislation. <br />RESOLUTION 80-16 <br />A RESOLUTION RELATING TO THE CONTROL OF NARCOTICS <br />PARAPHERNALIA <br />Upon a vote being taken Resolution 80-16 was adopted unanimously. <br />Mayor Warkentien read to Council a letter from Phil Shively, 1512 <br />Northrup, informing that he must resign from the Recreation Advisory <br />Committee due to the fact that he will be out of the country. Mr. <br />Shively recommended that Sue Fisher, 2216 Folwell,be appointed as <br />~ his successor. Mayor Warkentien moved, seconded by Councilmember <br />Steele that Mr. Shively's resignation be accepted and that Sue Fisher <br />be appointed as his replacement. Motion carried unanimously. <br />Mayor Warkentien noted that George M. Hansen Co. had completed the 1979 <br />audit of Falcon Heights Funds. <br />Mayor Warkentien informed Council that the City of Roseville has proposed <br />a Joint Powers Committee on Cable TV in which Falcon Heights has been <br />asked to participate along with the other 9 communities included in the <br />North Suburban Cable Service Territory. He feels that Roseville has <br />no right legally to assess Falcon Heights $2,000 for what is estimated <br />to be expenses to be incurred in completing the organization and im- <br />plementation of Cable TV in the North Suburban Area. Mayor Warkentien <br />also stated that if the City of Roseville is authorized by the Joint <br />Powers Committee to expend funds for certain items that they should be <br />reimbursed upon presentation of an itemized statement rather than <br />giving a lump sum. His suggestion is that each community in the Joint <br />Powers Committee should be represented on a financial committee and that <br />the financial committee approve any expenditures before they are made. <br />Mayor Warkentien noted a letter from Minnesota Transport Services <br />Association indicating that there is a possibility that Cable TV lines <br />might be installed overhead and urging communities to insist that the <br />cables be underground. Engineer Lemberg informed that he had never <br />heard of the lines being installed overhead, but in the event such <br />lines are proposed Falcon Heights would have the authority to refuse <br />overhead installation. <br /> <br />REPORT ON <br />LEAGUE OF <br />CITIES <br />CONFERENCE <br />RESOLUTION <br />80-16 <br />PHIL SHIVELY <br />RESIGNS FROM <br />REC.
