MINUTES <br />REGULAR CITY COUNCIL MEETING <br />SEPTEMBER 24, 1980 <br />PAGE 2 <br />RESOLUTION 80-27 <br />A RESOLUTION LEVYING SPECIAL ASSESSMENTS FOR DELINQUENT <br />SANITARY SEWER RENTAL CHARGES <br />Clerk Administrator Barnes presented a Conditional Use request from <br />George Berry, owner of the apartments at 1707 Tatum, to extend the <br />blacktopping of his present parking lot to allow parking of 2 addi- <br />tional vehicles. Councilmember Larson moved, seconded by Council- <br />member Eggert that the Conditional Use request be approved. Motion <br />carried unanimously. <br />Mayor Warkentien presented a proposed amendment to the newly adopted <br />Drug Paraphernalia Ordinance ~t172 (amendment submitted by Lowell <br />Anderson, Falcon Heights Pharmacy). Several businessmen expressed <br />concern that the Ordinance might cause some problems in conducting <br />their businesses. Attorney Kenefick stated that the Ordinance is <br />based on intent and should not cause any concern for the businesses. <br />It was decided that Mr. Anderson should be in attendance for further <br />discussion. Councilmember Brown moved, seconded by Councilmember <br />Larson that the matter be deferred until Mr. Anderson can be in <br />attendance. Motion carried unanimously. <br />Attorney Kenefick presented for Council's consideration two items, <br />(1) his draft of a proposed ordinance which would require phasing <br />out of billboards, and (2) the Chanhassen Sign and Billboard Ordi- <br />nance. After a discussion Councilmember Steele moved, seconded by <br />Mayor Warkentien that the matter be deferred until the October 8, <br />1980 meeting in order to give Council and the Planning Commission <br />an opportunity to thoroughly review the items. Motion carried un- <br />animously. <br />Councilmember Brown informed Council that Fire Chief Renchin had <br />suggested the ambulance fees should be increased in order to cover <br />increased costs of operation. Councilmember Steele moved, seconded <br />by Councilmember Brown that the ambulance fees be increased from <br />$65.00 to $75.00 per person for transport to St. Paul hospitals <br />and from $70.00 to $80.00 per person for transport outside the City <br />of St. Paul. Motion carried unanimously. <br />Clerk Administrator Barnes presented to Council the following bids <br />for security systems for the Municipal Liquor Store: (1) 3-M Security <br />Systems, $900 installation, $65.00 per month (lease), (2) Electo- <br />Watchman, Inc., $2,303 installation, $52.00 per month (lease), (3) <br />ADT Security Systems, $1,588 installation, $55.00 per month (lease) <br />and (4) Honeywell Protection Services, $820 installation, $66.00 per <br />month (lease). Mayor Warkentien moved, seconded by Councilmember <br />Brown that the Clerk Administrator be authorized to lease the security <br />system from 3-M at a cost of $900 for installation plus a monthly <br />rental of $65.00 with a 60 day notice to break the contract, and also <br />to give the required 30 day notice of termination to Floyd Security. <br />Upon a vote being taken the following voted "aye": Mayor Warkentien, <br />Councilmembers Brown, Eggert and Larson, and the following voted <br />against the same: None. Councilmember Steele abstained.
