City Council Minutes <br />December 7, 1998 <br />Page 2 <br />(~ `~ , <br />POLICY AGENDA <br />CONSIDERATION OF RESOLUTION 98-31, REQUESTING AN EXTENSION TO <br />SUBMITTING REVISIONS TO THE COMPREHENSIVE PLAN TO THE METROPOLITAN <br />COUNCIL <br />Administrator Hoyt reported that the proposed resolution would provide an extension to <br />the statutory deadline of December 31, 1998 for submitting revisions to the city's <br />comprehensive plan to the Metropolitan Council. The December 31, 1999 extension is <br />being requested due to an increased workload over the past summer and the city <br />council's desire to incorporate a citizen participation element into the revision process. <br />The changes to the plan will likely be minor since the city is fully developed. <br />Councilmember Gibson Talbot moved approval of Resolution 98-31, requesting a 12 <br />month extension of the December 31, 1998 due date for review of the City of Falcon <br />Heights' comprehensive plan. The motion passed unanimously. <br />CONSIDERATION OF ORDINANCE 98-07, AMENDING CHAPTER 8 ADDING GRAFFITI <br />AS A NUISANCE <br />Administrator Hoyt explained that the proposed ordinance defines graffiti and makes it a <br />nuisance code violation. It also allows for a waiver by a property owner to have the city <br />• remove the graffiti. The purpose of the ordinance is to give the city an enforcement <br />mechanism for graffiti removal in the event that a property owner does not have it <br />removed. <br />Councilmember Jacobs moved approval of Ordinance 98-07, amending Chapter 8 of the <br />city code related to graffiti. The motion passed unanimously. <br />CONSIDERATION OF ADDITION TO THE CITY ADMINISTRATIVE MANUAL ENTITLED <br />"GUIDELINES FOR SNOW AND ICE CONTROL" <br />Ms. Carol Kriegler, Director of Parks, Recreation, and Public Facilities, explained that the <br />proposed guidelines for snow and ice removal are intended to reflect how the city has <br />traditionally handled snow removal on streets, pathways, parking lots, and ice rinks. Ms. <br />Kriegler noted that Ramsey County will be continuing to provide snowplowing for city <br />streets and will begin by plowing Garden Avenue by the elementary school and Prior <br />Avenue by the fire department. The parks/public works staff will continue to clear snow <br />from the public pathways. Every effort will be made to keep the pathways open, but <br />there may be times when plowing will not be possible, especially on the Larpenteur <br />Avenue pathways due to drifting from the agricultural fields and the quantity of snow <br />plowed on to them off of the road. The city crews will concentrate efforts on clearing <br />snow from the pathways on one side of Larpenteur and in keeping the areas adjacent to <br />intersections clear of snow. <br />• <br />
