City Council Minutes ,,11 <br />October 28, 1998 ~t 2 `~ <br />t Page 2 <br />DISCUSSION ON PROPOSED REVISIONS TO THE ORDINANCE RELATED TO THE <br />REVOCATION OR SUSPENSION OF LIQUOR LICENSES, CHAPTER 6 SECTION 3.06 <br />Administrator Hoyt explained that the city would be participating in compliance checks on <br />city liquor establishments for sales of liquor to minors with the University of Minnesota in <br />1999. To be prepared for this activity, the council had previously directed the city <br />attorney to draft amendments to the city's liquor ordinance that included civil penalties for <br />failure to comply with state statutes. <br />Councilmember Gibson Talbot arrived at 7:28 p.m. <br />The council discussed the penalties and determined that they should be S 1,500 for the <br />first violation, a six day suspension and a fine for the second violation (within 3 years of <br />the first violation), an 18 day suspension and a fine for the third violation (within 5 years of <br />the first violation) and revocation and a fine on the fourth violation (within 7 years of the <br />first violation). The council referred the proposed changes back to the city attorney for <br />comment and incorporation into the proposed amendments to the ordinance. <br />• UPDATE ON THE CITY'S 50TH BIRTHDAY PARTY PLANNING <br />Mayor Gehrz and Councilmember Kuettel updated the city council on planning activities for <br />the city's 50th birthday party. <br />INFORMATION ON EMERGENCY MANAGEMENT PLANNING <br />Administrator Hoyt gave the city council background information on the city's emergency <br />management plan.
