City Council Minutes <br />April 8, 1998 <br />Page 2 <br />v .i <br />DISCUSSION ON THE COMMUNITY SIGN FOR THE EAST END OF LARPENTEUR <br />AVENUE <br />The city council was updated on locating a community sign at the city's eastern <br />entrance. Administrator Hoyt explained that there is limited area at this intersection for a <br />sign. The consensus among the council was that there needs to be a community sign <br />at this intersection, but that the council is willing to explore different options as long as <br />the basic design is kept the same. Administrator Hoyt was directed to obtain costs for a <br />smaller sign and report back at a later date. <br />REQUEST TO PARTICIPATE IN LIQUOR COMPLIANCE CHECKS WITH THE NORTH <br />SUBURBAN TOBACCO COMPLIANCE PROJECT AND THE U OF M EPIDEMIOLOGY <br />PROGRAM <br />Administrator Hoyt reported that the city was being asked to participate in alcohol <br />compliance checks for underage sales of liquor for its five licensed liquor vendors in <br />conjunction with a grant received by the University of Minnesota's Department of <br />Epidemiology. Administrator Hoyt recommended that the council review its current <br />liquor ordinance prior to starting the compliance checks so that the council was sure the <br />penalties reflected the council's wishes. Mr. Bud Fitch, representing the University of <br />• Minnesota's Department of Epidemiology, explained that the program would begin in <br />September 1998 with participating cities having two compliance checks per liquor <br />establishment per year. The University will provide data analysis, trained compliance <br />checkers, and overall coordination with the police department, as well as some funding <br />to cover the estimated 5500 to 5600 of costs to the city for these checks. Mayor Gehrz <br />said the goal of the liquor compliance checks is to prevent underage sales of liquor, not <br />to catch vendors breaking the law. She also recommended that the city meet with its <br />vendors and other interested persons to discuss any proposed revisions in the city's <br />penalties for selling liquor to minors and to explain the program. <br />The council agreed to participate in the program with the University of Minnesota <br />Department of Epidemiology, directed the staff to bring back some information on <br />options for revising the liquor ordinance, and plans to host a meeting with vendors after <br />the ordinances are reviewed. <br />CONSIDERATION OF AN ORDINANCE AMENDING CHAPTER 2-4.01 AND 2-4.05 AND <br />AMENDING CHAPTER IID OF THE ADMINISTRATIVE MANUAL TO SUNSET THE SOLID <br />WASTE COMMISSION <br />Councilmembers discussed the Solid Waste Commission's decision that it had met its <br />goals of promoting recycling and reuse in the city and, therefore, determined that the <br />• commission no longer has a formal role and can be sunsetted. Councilmembers <br />commended the solid waste commission for its success in making Falcon Heights one of <br />the most successful cities in recycling waste. <br />
