CITY OF FALCON HEIGHTS <br />REGULAR CITY COUNCIL MEETING <br />MINUTES OF JULY 23, 1997 <br />Mayor Gehrz convened the meeting at 7:03 p.m. <br />PRESENT <br />Gehrz, Jacobs, and Kuettel. Also present were Hoyt, Asleson, and Maurer. <br />ABSENT <br />Gibson Talbot, Hustad. <br />COMMUNITY FORUM <br />There was no one wishing to take advantage of the community forum. <br />MINUTES OF JULY 9, 1997 <br />Minutes were approved by unanimous consent. <br />CONSENT AGENDA APPROVED <br />Motion was made by Councilmember Kuettel to approve the following consent agenda. <br />Motion passed unanimously. <br />1. Disbursements <br />2. Licenses <br />3. Transfer of Funds <br />4. Approve partial payment to Tower Asphalt for Lindig Street construction <br />5. Appointment to Park and Recreation Commission <br />6. Approve agreement with NSP for underground utilities in the business district <br />POLICY AGENDA <br />ADDITION TO THE ADMINISTRATIVE MANUAL ENTITLED "GUIDELINES FOR MOTION <br />PICTURE AND COMMERCIAL PHOTOGRAPHY <br />Administrative Assistant/Planner Asleson explained that the proposed addition to the <br />administrative manual would establish procedures for commercial filming such as movies, <br />commercials, and videos. A permit would be required and the film maker would be required <br />to cover the costs of any city personnel or supplies used as a part of the film project. <br />Motion was made by Councilmember Kuettel to approve the proposed amendment to the <br />administrative manual. Motion passed unanimously. <br />PUBLIC HEARING ON 1997 IMPROVEMENTS OF LARPENTEUR AVENUE AND <br />CORRESPONDING SPECIAL ASSESSMENTS <br />3 -~3 <br />Mayor Gehrz opened the public hearing at 7:12 p.m. Engineer Maurer gave a report on <br />Ramsey County's 1997 improvementsto Larpenteur and explained the method of calculating <br />
