[J <br />City Council Minutes <br />April 9, 1997 <br />Page 2 <br />32~ <br />further recommended that, due to cost considerations, the colored concrete be replaced by <br />textured concrete and that banding be dropped from the crosswalks. <br />After a discussion regarding the various design elements, a motion was made by <br />Councilmember Jacobs to approve Resolution 97-11, approving the plans and <br />specifications and authorizing the bidding of phases 1 and 2 of the Larpenteur Avenue <br />project. Motion passed unanimously. <br />UPDATE ON LARPENTEUR AVENUE CONSTRUCTION ACTIVITY <br /> <br />[1 <br />Administrator Hoyt reported that the county's construction of Larpenteur Avenue had <br />begun and that there would be some periods of time when the crews would be working <br />early in the morning and throughout the night. This is necessary in order to finish the <br />project by the start of the State Fair. Hoyt further explained that the properties abutting <br />Larpenteur Avenue between Cleveland and Fulham would be assessed for their portion of <br />the street improvement within the next few months. The University of Minnesota was <br />notified of the assessment amount in June 1996 so that they could budget for the <br />appropriate amount. <br />APPROVAL OF RESOLUTION 97-10 ENTERING INTO A COOPERATIVE AGREEMENT <br />WITH THE MINNESOTA DEPARTMENT OF TRANSPORTATION (MnDOT) FOR <br />LANDSCAPING IN THE SNELLING AVENUE RIGHT-OF-WAY <br />Administrator Hoyt explained that the Falcon Heights/Lauderdale Lions Club were granted <br />permission from MnDOT for planting materials in the right-of-way near Snelling and Hoyt <br />Avenues. The council previously approved this funding request. The proposed resolution <br />commits the city to ordering, installing, and maintaining the planted area. The Lions Club <br />has arranged for volunteers to do the initial planting and maintenance. <br />Motion was made by Councilmember Kuettel to approve Resolution 97-10, entering into a <br />cooperative agreement with the Minnesota Department of Transportation. Motion passed <br />unanimously. <br />INFORMATION <br />Administrative Assistant Asleson presented the newly created New Residents Package to <br />the council. <br />ADJOURNMENT <br />The meeting adjourned at 8:43 p.m. <br />Carla Asleson <br />Recording Secretary <br />Susan L.
