[~ <br />1 <br />City Council Minutes <br />December 1 1, 1996 <br />Page 2 <br />3 ~? ~~ <br />Motion was made by Councilmember Hustad to adopt Resolution 96-24, authorizing a <br />city operating budget of 51,209,143 and a certified tax levy of 5577,309. Motion <br />passed unanimously. <br />RESOLUTION REDUCING THE 1997 DEBT LEVY ON GENERAL OBLIGATION DEBT <br />Administrator Hoyt explained that each year the city must adopt a resolution removing <br />general obligation debt from the property tax levy. <br />Motion was made by Councilmember Kuettel to adopt Resolution 96-25, reducing the <br />1997 debt levy on general obligation debt. Motion passed unanimously. <br />HIRING OF MR. WILLIAM MAERTZ AS PARKS/PUBLIC WORKS SUPERINTENDENT <br />Carol Kriegler, Director of Parks, Recreation, and Facilities, introduced Bill Maertz, <br />who is the recommended candidate to fill the Parks/Public Works Superintendent <br />position. Mr. Maertz emerged as the recommended candidate after a thorough <br />application and selection process. <br />Motion was made by Councilmember Jacobs to approve the hiring of Bill Maertz as <br />Parks/Public Works Superintendent. Motion passed unanimously. <br />TRANSFER OF CITY UTILITY/RECYCLING BILLING TO THE ST. PAUL WATER <br />UTILITY <br />0 <br />Administrator Hoyt reported that staff had met a number of times with representatives <br />of the St. Paul Water Utility to discuss having the utility perform billing services for <br />Falcon Heights. Under such an arrangement, property owners would received one bill <br />for water, sewer and recycling services rather than one bill from St. Paul and one from <br />Falcon Heights. Start up costs are estimated at 55,005. <br />After discussion, a motion was made by Councilmember Gibson Talbot to authorize the <br />City Administrator to proceed with the transfer of utility billing to the St. Paul Water <br />Utility and to allocated 55,005 for the transition from the sanitary sewer fund. Motion <br />passed unanimously. <br />APPROVAL OF FIRST BANK AS THE CITY'S DEPOSITORY FOR CHECKING <br />ACCOUNT FACILITIES THROUGH THE LEAGUE OF MINNESOTA CITIES 4M FUND <br />Administrator Hoyt recommended that the city change its checking account depository <br />to First Bank, since the city can get a better interest rate and no checking fees through <br />the League of Minnesota Cities 4M fund. <br />
