Assessments for the <br />lots that have street frontage on Fairview and Lindig will be addressed at a future <br />meeting. <br />CONSIDERATION OF A JOINT AND COOPERATIVE AGREEMENT FOR THE <br />MIDDLE MISSISSIPPI RIVER WATERSHED MANAGEMENT ORGANIZATION <br />(MMRWMO) <br />Administrator Hoyt explained that the state mandate that watersheds be managed <br />through watershed districts or watershed management organizations (WMO's). The <br />MMRWMO is one of four watersheds that the city is located in. It includes the <br />western section of the Grove neighborhood. Administrator Hoyt said she represented <br />the city at the MMRWMO commission. The draft agreement provides an opportunity <br />to do water management projects for any of the cities within the organization. <br />The city's maximum contribution to the operating budget is S40/year. MMRWMO <br />provides cities with taxing authority for projects that benefit properties. This requires <br />approval by the cities. Given Falcon Heights' location and area within (.2%) of the <br />MMRWMO, there are no such projects anticipated at this time. <br />Mr. Bill Anderson, representing the City of Minneapolis, explained that the MMRWMO <br />provides Minneapolis, which comprises 93.6% of the watershed, with possible <br />resources to make the Mississippi River a regional asset. Councilmember Gibson <br />Talbot moved to approve Resolution 96-23 agreeing to sign and enter into a joint and <br />cooperative powers agreement creating the Middle Mississippi River Watershed <br />Management Organization. The motion passed unanimously. <br />CONSIDERATION OF A RESOLUTION AND ORDINANCE TO <br />CHAPTER 9 PART 2.07 OF THE ZONING CODE GOVERNING THE <br />PLACEMENT OF TELECOMMUNICATIONS ANTENNAS <br />Mayor Gehrz explained that the planning commission consider the proposed <br />amendment to the zoning code to provide for the location of personal and commercial <br />telecommunication antennas. The commission held a public hearing on the draft <br />ordinance and received no comment. Mayor Gehrz said that approval of the ordinance <br />would terminate the city's current moratorium on the placement of telecommunication <br />devices. Councilmember Gibson Talbot moved to approve Resolution 96-21 for <br />provision pertaining to towers. Motion passed unanimously. Councilmember Kuettel <br />moved to approve Ordinance 96-08 amending Chapter 9 of the city code related to <br />height limitations and telecommunications antennas. Motion passed unanimously. <br />
