CITY OF FALCON HEIGHTS <br />REGULAR CITY COUNCIL MEETING ~~ ~} <br />MINUTES OF OCTOBER 23, 1996 <br />Mayor Gehrz convened the meeting at 7:00 p.m. <br />PRESENT <br />Gehrz, Gibson Talbot, Hustad, and Jacobs. Also present were Hoyt, Asleson, and Maurer. <br />ABSENT <br />Kuettel. <br />MINUTES OF OCTOBER 9, 1996 <br />Minutes were approved as presented. <br />CONSENT AGENDA APPROVED <br />Mayor Gehrz asked that discussion regarding a materials holding facility be pulled from the <br />consent agenda and made a policy item. Motion was made by Councilmember Gibson <br />Talbot to approve the following amended consent agenda. Motion passed unanimously. <br />1. Disbursements <br />2. Resolution authorizing the city clerk to apply for SCORE recycling grant funds from <br />Ramsey County <br />3. Approval of election judges <br />POLICY AGENDA <br />REQUEST FOR A CONDITIONAL USE PERMIT FOR THE OPERATION OF A <br />SECONDHAND GOODS STORE AT 1579 N. HAMLINE AVENUE, CHAPTER 9-8.01 <br />SUBD. 3 (d) <br />Administrator Hoyt reported that this conditional use permit request had been reviewed <br />by the planning commission and that the commission had unanimously recommended <br />approval with the conditions as noted in the resolution. Property owner Dirk Bordsen <br />and proprietor Sandy Roth were present to answer questions. <br />Motion was made by Councilmember Hustad to approve Resolution 96-18, approving a <br />conditional use permit for a secondhand goods store. Motion passed unanimously. <br />CONSIDERATION OF A MEMORANDUM OF UNDERSTANDING WITH THE ST. PAUL <br />WATER UTILITY REGARDING TRANSFER OF THE CITY'S WATER SYSTEM <br />Administrator Hoyt presented a memorandum of understanding from the St. Paul Water <br />Utility regarding transfer of the city's water system. Presently, the city owns the water <br />system with the Water Utility maintaining it and providing water at retail rate (120% of <br />St. Paul's rate.) The Water Utility is proposing that the city transfer ownership of the <br />system to them. This would give the Water Utility along-term assurance of having <br />Falcon Heights as water customers.
